Scope and Context. 

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and

peacebuilding, transition, and development. Humanitarian coordination and support includes

leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and

Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and

Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and violence reduction, community development and migration management.

Under the direct supervision of the WASH Operations Officer, the incumbent will support the WASH engineering team to monitor and supervise civil and environmental engineering activities in the target locations. The incumbent will be based in one of IOM Field offices located in Bentiu (Unity State), Malakal (Upper Nile) and Wau (Western Bahr El Ghazal).

Responsibilities and Accountabilities. 

  1. Support monitoring the work of contractors and materials used on the ground at a daily basis.
  2. Report to the supervisor on the progress of the activities he/she is in charge at a daily, weekly and monthly basis.
  3. Support in logistical organization and preparation of activities.
  4. Support in conducting technical assessments and surveys of sites and collecting data on infrastructure and services.
  5. Support in the production of technical files (Data Collection, BoQs, Scope of work, Drawings, etc.) according to the identified needs, standards and available resources.
  6. Train daily workers and other hired skilled laborers.
  7. Assist to allocate tasks and monitor the work of the on-site workforce according to instructions given by the supervisor.
  8. Support the supervisor on producing quality and quantity checks at the end of each work in order to release payment using IOM’s internal tools.
  9. Assist to manage the supply of worksite materials as instructed by the supervisor and collaborating with the logistics department.
  10. Keep his/her monitoring tools and files archived in the IOM, accessible to his/her supervisor.
  11. Support the supervisor in the drafting of project progress reports.
  12. Perform such other duties as may be assigned.
Education
  • High School diploma from an accredited institution with at least three years of relevant professional experience, or
  • Bachelor’s degree in civil engineering or environmental engineering from an accredited academic institution, or a combination of equivalent training and practical experience in a water and sanitation engineering field with one year of relevant professional experience.
Experience
  • Previous work experience and familiarity with the area is an added advantage.
  • Proven experience in the monitoring of WASH and/or civil engineering construction activities during a humanitarian crisis.
  • At least 1 year of previous experience in a similar position working with INGOs/UN agencies and/or private contractors & government agencies in South Sudan is strictly required.
  • Experience providing rapid emergency response WASH services as part of a rapid response task force will be an asset.
  • Experience providing WASH response for IDPs in collective sites as a response to early-onset emergencies in conflict areas or natural disasters will be an asset.
  • Experience in the construction of emergency sanitation infrastructure, including but not limited to latrines, bathing shelters, handwashing point, waste management systems will be an asset.
  • Experience in emergency water trucking, chlorination and water quality analysis will be an asset.
  • Experience in rehabilitation of water networks, including small-scale solarization and network extension will be an asset.
  • Experience in rapid needs assessments, baseline surveys, and security assessments will be an asset.
  • Experience in unstable environment (conflict / post conflict country) will be an asset.
Skills
  • Know-how and skills on Water, Sanitation and Hygiene (WASH) principles in humanitarian and development settings.
  • Advanced computer literacy in Autocad, GIS, Hydraulic Engineering and Microsoft Office Suite (MS Word, Excel, and PowerPoint).
  • Demonstrated ability to meet deadlines and deliver under pressure.
  • Ability to produce thorough high-quality work within a tight timeframe.
  • Demonstrated capacity strengthening skills and on-the-job training.
  • Excellent Monitoring and Evaluation (M&E) Skills; management skills; organizational skills.
Languages
  • Fluency in English and Arabic is required.
  • Fluency of local languages relevant to the duty station is mandatory.
