Context
Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and direct supervision of the National Health Programme Coordinator; and in close collaboration with the Family Planning (FP) / Adolescent Reproductive Health (ARH) Program Advisor, the successful candidate is responsible and accountable for coordinating the quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The successful candidate is expected to work closely with Ministry of Health (MOH) – BARMM and it local constituents especially in Maguindanao del Sur, Maguindanao del Norte, and Special Geographic Area (SGA) to promote culturally-appropriate, gender-sensitive FP / ARH in the region, integrating mobility lens and in line with IOM standards, policies and commitments.
  1. Provide strategic leadership, analysis, and technical inputs, with direct oversight from the National Migration Health Programme Coordinator and in close collaboration with the FP / ARH Program Advisor, on the planning, implementation, and development of FP / ARH projects and activities in line with global standards, national policies, and BARMM health priorities.
  2. Provide direct monitoring to FP / ARH projects and activities such as but not limited to needs and capacity assessment, technical training, community organizing and outreach, social and behaviour change communication, mentoring and feedbacking, and supporting policy development.
  3. Contribute to the development and implementation of effective strategies, SOPs and technical tools for FP / ARH services strengthening and demand generation activities, including but not limited to promotion of responsible parenthood and safe motherhood, prevention of child marriage and teen pregnancy, scale-up of high impact practices, and strengthening of demographic dividend approach, and male participation to FP.
  4. Provide technical assistance to government counterparts, CSOs, implementing partners and local community-based volunteers in building the capacities for FP / ARH services provision and public education and support the implementation of the planned activities through continuous guidance, and monitoring.
  5. Provide technical guidance, review, recommend, and advocate, in close collaboration with the FP / ARH Program Advisor, contextualized, culturally appropriate, and gender-sensitive FP / ARH approaches and policies that address the unique challenges of the BARMM.
  6. Provide technical support, in collaboration with the Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Officer, on designing, planning and implementation of MERLA to identify corrective actions and to inform continuous learning and adaptation for FP / ARH programming.
  7. Serve as the team leader for FP / ARH in IOM’s migration health programming in Mindanao to ensure effective resource management, coordination amongst other technical health officers, and mainstreaming of technical advice and guidance from the FP / ARH Program Advisor and National Migration Health Program Coordinator.
  8. Contribute to the resource mobilization of IOM’s migration health programming through technical support to the development of concept and project papers in coordination with the National Migration Health Programme Coordinator.
  9. Review, analyze FP / ARH indicators, statistics and data, and ensure timely submission of results-based reports and updates in accordance with IOM and donor requirements.
  10. Contribute to establishing partnership with government and non-government bodies, and represent IOM at FP committee and other sector-related meetings including thematic subgroups and technical working groups.
  11. Ensure the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
  12. Undertake duty travels in support of the programme and perform other duties as may be assigned.
Education
  • Advanced university degree or master’s degree in medical field, nursing, midwifery, public health, medicine, social sciences, or any Family Health/ Family Planning-related disciplines from an accredited academic institution; or
  • Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
  • Relevant accreditation/certification or formal training on Family Planning Competency-Based Training levels 1 and 2 (FPCBT 1 & 2), Minimum Initial Service Package for Reproductive Health in Emergencies (MISP), PPIUCD-Rapid Intrauterine Transabdominal (RITA) training, Postpartum family planning, Adolescent Reproductive Health and Services, LAM tracking and transitioning counselling, pre-marriage counselling and responsible youth sexuality orientation, is a distinctive asset.
  • Understanding on Gender Based Violence (GBV)/Violence Against Women and Children (VAWC)/Trafficking in Person (TIP), use of Post-Exposure Prophylaxis (PEP) for HIV is an advantage

Experience
  • Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities;
  • Experience in the public health and/or health sciences sectors; implementation of FP community management and support, FP contextualization and behavioral change communications, FP private sector engagement, FP documentation and reporting FP indicators and program monitoring and evaluation, is an advantage;
  • Experience in humanitarian or development operations and/or Government Social or Health Services; and
  • Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.
Skills
  • Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Family Planning and Adolescent and Reproductive Health at the National and Local (Mindanao) level is highly desirable.
Languages
  • For this position, fluency in English and Filipino is required (oral and written).
  • Desirable: Working knowledge of any BARMM language.
IOM’s official languages are English, French and Spanish.
