Organizational Setting and Reporting Relationship
The position of Logistics Management Officer (Mail and Messenger Services) is assigned under the Institutional Services Division (CSIS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and may oversee Administrative Staff.
Your Role
As a Logistics Management Officer (Mail and Messenger Services), you will manage the personnel and operations of the Mail and Messenger Services in the Logistics Management Unit in an organized and cost-effective manner; oversee budget preparation and controls; manage procurement and service provider contract administration; review and recommend process improvements; and prepare reports and provide management support to the Unit Head, Logistics Management.
You will:
- Oversee the efficient operations of ADB Mail and Messenger Services by providing technical guidance for the dispatch and delivery of official documents and parcels/freight.
- Oversee the internal and external messenger service operations and ensure the number of deployed contracted personnel with the necessary experience.
- Guide Mail and Messenger Services staff and provide training, contribute to the performance evaluation of service area staff, and assess overtime requirements.
- Manage service provider contracts and contractor personnel assignments; oversee procurement and contract administration requirements; prepare Work Performance Statements, Service Level Agreements; negotiate postal and courier/freight rates; review and monitor the performance of service providers and ensure compliance with contract provisions.
- Manage the postage/freight and messenger services budgets, produce annual budget submissions, conduct periodic analysis of utilization and forecasts, ensure cost-effective use of allocated budget resources, and ensure the accuracy of all statements of accounts and expenditures.
- Contribute substantially to strategic review and planning of Mail and Messenger Services through the review of ADB policies, procedures, and guidelines; identification of alternative and economical modes of dispatching/delivering documents and parcels; initiate and implement cost cutting programs; adopt new technologies/systems; and research industry best practices.
- Prepare statistical reports, complete operational reviews and meet all required reporting deadlines, and monitor and update the Mail and Messenger services website.
- Perform other duties as assigned and reflected in the incumbents workplan.
Qualifications
You will need:
- Bachelor’s degree in business administration or related fields, preferably with additional professional training.
- At least 8 years of experience as an operations manager or supervisor, preferably in the logistics industry.
- Knowledge of a policies, guidelines, and procedures for logistics operations in an international institution or company.
- Analytical skills in operations including procurement, contract management, and budget control.
- Familiarity with several methods of postal classification and other shipping modalities.
- Working knowledge of an international institution or standard IT applications.
- Management experience with supervisory skills.
- Excellent written and verbal communication skills in English.
