BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Vulnerability Analysis and Mapping (VAM) and Monitoring & Evaluation (M&E) Unit of WFP Côte d’Ivoire is responsible for collecting, analysing and managing data and information on the food security and nutrition situation and the implementation of WFP Côte d’Ivoire’s programmes, as well as to measure progress towards WFP’s objectives. VAM/M&E plays a key role in informing evidence-based decision making on programme implementation and design. To strengthen the existing team, WFP Côte d’Ivoire is looking to hire a Data Analyst to support WFP and partner’s collection, management, analysis and use of food security data and evidence.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Data Analyst will be a technical member of the VAM/M&E Unit in Côte d’Ivoire Country Office (CO). Working under the supervision of the Head of the VAM/M&E Unit (international consultant) he/she will be responsible for ensuring the management of data generated by the VAM/M&E Unit and ensure its timely availability and accessibility in adherence to WFP formats and standards. Specific key accountabilities include:

Develop a robust and user-friendly interface for managing and reporting relevant information from survey micro-data and other sources of data collection.

Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

Contribute to regular analysis and communications of results including publications, reports and factsheets produced by the VAM/M&E Unit.

Support the VAM/M&E Unit in rationalising existing data storage systems into a limited number of user-friendly databases, avoiding duplication with corporate VAM databases and ensuring the possibility to export them into different file formats for analysis.

Support colleagues in visualising, analysing and interpreting data on food security and WFP’s interventions.

Support the annual review and reporting processes (Annual Performance Planning and Review exercices, Annual Country Reports, Donor reports, Situation reports, etc.)

Participate in the roll-out of digitalised tools and processes for the collection of monitoring data through WFP Sub-Offices (SOs) and partners.

Strengthen the capacity of WFP staff at CO and SO level, as well as of partners and national counterparts on automatized data management and visualisation systems.

Data generated by Côte d’Ivoire VAM/M&E Unit is centralised and easily accessible through user-friendly interfaces enabling export into various formats for data analysis.

Data visualisation tools are generated and maintained to facilitate access to data and information on the food security and nutrition situation as well as WFP’s interventions in Côte d’Ivoire.

Annual Performance exercises and reporting are conducted as per corporate calendar.

The capacity of WFP staff and partners on data management and visualisation is strengthened.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

A minimum Five (05) years of experience possibly in data management, processing, and analysis activities

Knowledge & Skills:

  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Proficiency with data visualisation tools Tableau / Shiny / Java.
  • Knowledge of GIS software (ARC GIS, Q GIS etc.) is an asset;
  • Fluent in French and English
  • Ability to work independently but interacting with a large team.

Language:

Strong written and oral English and French.
