Duties and Responsibilities
The UN Resident Coordinator’s Office is recruiting an international consultant to facilitate the development of the 2026-2030 UN CF for Panama. As suggested by the UN CF internal Guidance and structured by Consolidated Annexes to the Cooperation Framework Guidance, the development of the UN CF will entail, but not limited to the following in line with Roadmap for the process: a. Undertake a desk review and develop an Inception Report outlining the consultant’s approach to work, action plan and timeline. b. Support the RCO during the UNCT visioning exercise to develop and articulate the strategic vision of the UNCT and Government to contribute to transformational change in Panama through the Cooperation Framework. c. Support UNCT to undertake the strategic prioritization and consultation process, including organizing workshops to refine the agreed strategic priorities, development solutions, outcomes, and outputs for the 2026 -2030 Cooperation Framework. d. Support the RCO and UNCT to (i) develop an overall ‘Theory of Change’ for the Cooperation Framework (ii) articulate intended development results aligned to national priorities to address development challenges and gaps (iii) develop outcome statement, theory of change and outline the develop challenges, prioritization analysis and intended development results under each strategic priority area. e. Participate in regular and/or ad-hoc virtual teleconferences, meetings, and discussions with the UN Resident Coordinator, UN Resident Coordinator’s Office (UN RCO), United Nations Country Team (UNCT), Joint UNSDCF Task Force, and other groups and individuals involved in the design of the UNSDCF.
Qualifications/special skills
Holder of master’s degree in social sciences, economics, development studies or similar 10 years of experience in facilitation of UN Sustainable Development Cooperation Frameworks and/or related strategic planning exercises. Solid strategic planning skills, RBM, HRBA and program process facilitation including on theory of programming (theory of action and theory of change) and solid results-based management skills are critical. Solid process facilitation skills to facilitate strategic planning workshops to develop strategic priorities based on the completed Common Country Analysis and gaining consensus of all the parties and stakeholders. Familiarity with the 2030 Agenda and SDG-related processes including UN role and UN reform process is desirable. Proven experience of robust and agile abilities to work and negotiate with senior Government officials and UN agencies Representatives to deliver a solid result based on consensus.
Languages
Fluency in English and spoken and written working knowledge of Spanish is required.
