The International Monetary Fund (IMF) is an organization of 191 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world. The Secretary’s Department (SEC) organizes the work of the Fund’s governing bodies—the Board of Governors and the Executive Board and their committees—and provides them with secretariat services. SEC ensures open and efficient channels of communication among these organs, the membership at large, management, and staff. To that end, it provides strategic advice and policy and logistical support to promote the effective exchange of ideas and perspectives, mutual understanding, and consensus-building.
The Secretary’s Department (SEC) is looking to hire an Institutional Affairs Analyst.
Under the supervision of the Division Chief, Deputy Division Chief, and Institutional Affairs Officers of the Membership Engagement Division in the Secretary’s Department (SECME), the Institutional Affairs Analyst contributes to the division’s overall responsibility to coordinate the issuance of official Fund documents; establish, maintain, and implement policies and procedures governing the circulation and publication of Fund documents; and support technology solutions supporting the sharing of information with the Executive Board, the Board of Governors, member country authorities, and other international institutions.
Major duties and responsibilities:
- Ensure that information presented to the Executive Board complies with established Fund policies and contains all necessary elements for the Board to carry out its decision-making responsibilities.
- Under supervision of more senior division personnel, analyze and provide guidance to Fund personnel on the appropriate application of policies and precedents. Research and document relevant precedents for the issuance of the Fund documents.
- Prepare draft Secretary’s transmittal notes and notices to the Executive Board, ensuring that language is consistent with relevant precedents, protocols, and document-related policies, including the Fund’s transparency and transmittal policies.
- Assign appropriate metadata to Board documents in line with the Fund’s enterprise business vocabularies, as well as security classifications and access restrictions, to ensure appropriate dissemination and facilitate search and declassification in Fund repositories and websites.
- Ensure the posting of documents to Board document repositories and websites, including the resolution of routine production, distribution, and technical issues. Assist Offices of Executive Directors’ staff and member country officials with access to official Fund information through secure channels.
- Contribute to the development of technology-based solutions for the Executive Board, Board of Governors, member country authorities, and other IFIs to better leverage Fund knowledge.
- Design and deliver training to staff regarding Board document issuance procedures, deadlines, and formatting guidelines in accordance with the IMF Style Guide for Board Documents and Correspondence.
- Develop and adapt interactive content to support outreach and communications to the Executive Board and member country officials.
- Assist with the creation and maintenance of authoring tools, templates, and technologies in support of the Board document authoring process by Fund staff.
Qualifications:
Successful candidates must have:
- A combination experience and training equivalent to completion of secondary school education, supplemented by a minimum of four years of relevant work experience, is required.
- Experience in assessing and conducting background research in policies and precedents to assist in resolving complex issues.
- Experience in implementing document-related technology solutions, including experience in user acceptance testing, authoring tool solutions, development of templates, and web- content creation.
- Experience with web content management systems, including Adobe Experience Manager, including digital editing, data visualization, and website design preferred.
- Proficiency in SharePoint, workflow systems, Word, Excel, PowerPoint, and Acrobat.
- A strong understanding of information categorization, classification, and taxonomies.
- Strong multi-tasking skills and the ability to prioritize and respond to a variety of requests quickly and accurately are requirements. The candidate must be self-driven, and able to manage urgent day-to-day responsibilities as well as longer term independent projects.
- Excellent interpersonal skills, the ability to work both independently and in close collaboration with other team members, strong written and oral communication skills, and the ability to interact with the Offices of Executive Directors and Fund staff at high levels with tact and diplomacy.
Preferred experience:
- A strong understanding of the Fund’s policies related to the dissemination of information to the Fund’s governing bodies and other stakeholders, including the Transparency, Transmittal, and Archives Policies, and ability to assess application of those frameworks to specific cases.
- Experience with the Fund’s document presentation standards and demonstrated proofreading and editing skills.
