Job Summary: These vacancies fill supervisory roles in the Field Programs Division and Communications Teams of the Bureau for Conflict Prevention and Stabilization, Office of Transition Initiatives (CPS/OTI) at the U.S. Agency for International Development (USAID).
CPS is USAID’s technical and analytical lead on peace-building, conflict, violence prevention, and implementation of political transition and stabilization programs in high priority countries and informs related U.S. Government policy.
Duties:
- Providing authoritative analysis, program and policy advice and guidance for office/bureau senior leaders and other stakeholders on the design, implementation, management and evaluation of international crisis programs.
- Serving as an Agency-wide expert on international crisis operations programs including managing, preparing for, and/or responding to international crises.
- Providing technical leadership and direction for multi-functional work of a crisis operations programming unit to ensure effective rapid response, performing management functions relative to the staff supervised.
- Promoting Diversity, Equity, Inclusion, and Accessibility (DEIA) goals and objectives.
- Providing substantive technical input on crisis operations programs to identify new approaches to rapid transitional situations. Makes recommendations and/or resolves precedent-setting issues impacting efficiency and effectiveness.
- Representing the Agency to external stakeholders, in meetings with host governments, Congress, and public and private organizations.

- Must be able to obtain and maintain a Top Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.
- You may be required to serve a two-year probationary period if selected.
- Direct Deposit/Electronic Funds Transfer is required.
- You may be required to serve a 1 year supervisory probationary period.
Qualifications:
Basic Requirements:
1. 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree: or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods
OR
2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
OR
3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
Specialized Experience:
GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:
- (a) Leading teams in the design, management, and evaluation of rapid response, contingency programs relevant to political transition or post-conflict programs, for a geographically dispersed international assistance organization;
- (b) Collaborating with internal and external stakeholders on the creation and management of programs supporting political transition, stabilization, or humanitarian relief to ensure agile, rapid response in crisis environments for an international assistance organization;
- (c) Strategically anticipating and implementing staffing requirements in light of budget limitations to effectively support international assistance crisis operations programming.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
