Context
IOM Mission in Ecuador has been implementing different initiatives to enhance the protection of migrants, prevent and respond to gender-based violence, and combat trafficking in persons and smuggling of migrants. These initiatives relate to prevention, prosecution, and strengthening capacities for national and local government authorities. A new position to support further actions is required to continue enhancing IOM’s response to these issues.
Under the supervision of the Programme Officer (SMO) and the overall supervision of the Head of Programmes, the Senior Project Assistant (Protection) will support the planning, implementation, monitoring, and reporting activities on protection programming in Ecuador.
- In coordination with the Programme Officer (SMO), support the draft and implementation of the work plan for the strategic use of financial resources and the implementation and monitoring of project activities according to the project´s description, and support the development of a Procurement Plan, Monitoring and Evaluation tools, and other instruments to manage the project effectively.
- Support the drafting of concept notes and terms of reference, the selection processes of consultants and implementing partners when necessary and follow up on their work. Ensure deadlines are met and products are delivered according to quality standards.
- Support the Programme Officer (SMO) in integrating and mainstreaming protection in all Project activities and monitor that the Project’s implementation aligns with IOM´s Approach to Protection.
- Contribute to maintaining and strengthening effective cooperation and collaboration with key national and local counterparts, UN agencies, and other key stakeholders to identify synergies and avoid duplication of actions.
- Schedule meetings with key counterparts, take minutes and follow up on the agreements reached.
- Provide inputs for developing reference frameworks, guides, and Standard Operating Procedures (SOPs) to ensure effective implementation of the projects.
- Draft programmatic, narrative, and financial reports according to the project’s timelines.
- Assist in administrative tasks with the RMU/Procurement/Supply Unit of the IOM Mission in Ecuador, including support in budget monitoring, purchase requests, and payments in the IOM systems.
- Support the development of synergies and joint protection work with other mission units in Ecuador, including developing and delivering capacity-building initiatives on protection for IOM response teams and implementing partners.
- As required, conduct field visits to IOM Ecuador Sub-Offices to implement and monitor project activities, including providing technical support for organizing and implementing project activities.
- Contribute to identifying donors’ priorities and strategies and provide inputs to draft project proposals about expressed governmental needs and donors’ priorities in line with IOM’s mandate and strategy.
- Perform other responsibilities, as assigned by the supervisor.
Education
- xHighschool degree with 6 years of relevant professional experience; or
- Bachelor’s degree in social sciences or related careers such as political science, international relations, law, psychology, social work, and sociology with four years of relevant professional experience.
- Studies on migration, human rights, gender, or project management will be an advantage.
Experience
- Relevant professional experience in projects, human rights, migration, vulnerable populations, including displaced and refugee populations, rights of migrants with diverse SOGIESC, gender, migrant women, direct assistance, and migration governance.
- Experience with international organizations, non-governmental or governmental organizations.
Skills
- All knowledge and experience in preventing irregular migration, trafficking in persons, and smuggling of migrants will be valued.
- Experience working with human trafficking, gender-based violence, and child protection.
- Experience in community work, specifically with groups in vulnerable situations.
- Experience with training and capacity building.
- Experience working with international organizations, non-governmental or governmental organizations.
- Experience in Project Management, including budget control and monitoring.
- Experience working with implementing partners agreements is an advantage.
- Experience with the UN is an advantage.
- Experience with UN and/or governmental organizations that work on Counter trafficking and/or Gender-Based Violence will be an advantage.
Languages
- For all applicants, fluency in English and Spanish is required (oral and written).
