As Associate Project Analyst, you will provide analytical and statistical support in loan and grant project processing; and loan, grant, and technical assistance (TA) project administration. You will also provide oversight support to the work of assistants in coordinating and consolidating information to achieve specific functional results.
You will:
Work independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors (international staff including the PAU Head and senior national staff):
Project Processing
- Assist in project and technical assistance processing including designing of project implementation arrangements, including procurement and disbursement procedures, by participating in mission as necessary.
- Contribute actively to the preparation of project administration manuals, by gathering and consolidating data for the appendices and drafting project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
- Input and update date and information related to project processing (project information, actual and projected milestones, etc.) in ADB systems such as eOperations and SovOps.
Project Administration
- Procurement, consultant recruitment, and contract management. For the assigned loan and/or grant projects and technical assistance (i) update the procurement plans, (ii) review documents for procurement and consultant recruitment submitted by the executing agencies (invitations for bids, bidding documents, bid evaluation reports, etc. for procurement, submissions for consultant recruitment, etc.), ensuring compliance with ADB’s policy and regulations, (iii) coordinate with the team leaders and executing agencies for revisions, finalization, and approval of the documents, (iv) draft and process memos for approval of the contract awards and issuance of Procurement Contract Summary Sheet (PCSS) numbers, and (v) update data and information on procurement, consultant recruitment, and contract awards in ADB systems such as the Integrated Disbursement System (IDS) and Loan Financial Information System (LFIS). For the assigned TAs, recruit consulting firms and/or individual consultants as requested by the team leader. Conduct contract management including contract variations.
- Disbursements. Administer all activities necessary to process disbursement claims, including, but not limited to, reviewing withdrawal applications, following up submissions, and preparing correspondence. For financial intermediary loans, if assigned, review, evaluate, and process subloan applications, and recommend approval or rejection in the case of subloans above free limit or authorization for withdrawal in the case of subloans below free limit.
- Contract awards and disbursements. Assist the team leader in setting targets of contract awards and disbursements for the assigned loan and grant projects each year. Compile data and statistics on contract awards and disbursements for the generation of various reports required by various departments, offices, etc. Monitor and analyze the actual contract awards and disbursements against targets to identify shortfalls and their underlying causes and follow up these matters with the executing agencies.
- Environmental and social safeguards. Coordinate with international and national staff for environmental and social safeguards for review and revision of safeguard documents and upload the finalized documents on ADB website as necessary.
- Auditing. Conduct all necessary activities for auditing including, but not limited to, sending to the executing agencies reminders for submissions of audited financial statements, reviewing the audited financial statements, coordinating with international staff for financial management for finalization of findings of the audited financial statements, uploading the audited financial statements on ADB website, and sending the findings to the executing agencies.
- Overall project administration. Monitor compliance with covenants, to follow up outstanding obligations of the executing agencies, such as the submission of audited financial statements, monitoring and evaluation, and quarterly progress reports; and input data on the status of such compliance into ADB systems such as the Project Administration System of the mainframe computer and eOperations. Send reminders to the executing agencies for submission of periodic progress reports, review the progress reports, and update data and information (e.g., achievement of intended outputs/goals) in ADB systems such as eOperations. Monitor project performance ratings in eOperations and provide background analysis of problems encountered, in consultation with the team leader, of projects, particularly, rated At Risk.
- Memos. Draft various memos for, but not limited to, changes in the projects, changes in the scope and/or implementation arrangements of the TAs, extension of the loan and/or grant closing dates and/or TA completion dates.
- Missions. Participate in various missions as required such as inception, loan review, mid-term, and project completion review missions by providing assistance in, but not limited to; collecting information and statistics on procurement, contract awards, and disbursements; reconciliating project accounts; familiarizing the executing agencies with ADBs procedures; and assisting the executing agencies in preparing withdrawal applications.
- Consolidation and reporting. Proactively collect, compile, and summarize data and statistics on the assigned loan, grant, and/or TA projects for the generation of periodic reports on project administration.
- Data and information management. Input and update date and information related to project administration (project description, scope, status of implementation, developments, major problems, actions taken/proposed, etc.) in ADB systems such as eOperations and IDS.
- Project completion, financial closing, preparation of project completion reports and/or TA completion reports. Financially close the loan and/or grant projects within the winding up periods, by processing requests for extending the winding up periods as necessary. Financially close the TAs within 3 months after the TA completion date. Assist the team leaders in preparing the project completion reports and/or TA completion reports.
Others
- Perform other tasks as assigned by the supervisors and as reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s degree in finance, business administration or a field related to development
- At least 5 years of relevant professional experience
- Good knowledge in commercial and administration matters.
- Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
- Ability to conduct cost-benefit analysis to support decision-making
- Ability to set priorities for self and junior team members
- Effective report-writing and communication skills in English and the national language (as required)
- Proficiency in spreadsheets and required information technologies.
- Ability to provide guidance to other AS staff on assigned area of work
- Ability to work collaboratively with teams as a constructive team member
- Excellent oral and written communication skills in English
