NRC implements programs in the fields of Water, Sanitation and Hygiene, Shelter, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), and Education.
NRC has been working in the Northwest and Southwest Regions since 2018 responding to the needs of IDPs and host communities affected by the Anglophone Crisis that began since 2017. The purpose of the Logistics officer position is for the day-to-day implementation of the support functions responsibilities. He/she will ensure effective quality implementation of the logistics activities in the Southwest. He/she will also work closely with the implementing partners/suppliers in the field to ensure timely delivery of logistics activities.
A – Generic Responsibilities
1. Ensure adherence to NRC policies, tools, handbooks, and guidelines

5. Promote and share ideas for improvement of the support functionB – Specific Responsibilities
1. Fleet management
• Responsible for transport management: organization of the movement of goods and personnel, driver’s management, vehicle management, reporting, etc.
• Responsible for the preventive and curative maintenance of all NRC vehicles and ensuring that essential spare parts are always available in stock.
• Responsible for the implementation of the policy and compliance with the procedures and guidelines set out in the Driver’s Manual and the Logistics Manual.
• Oversees the updating and maintenance of effective movement plans of fleet personnel with the support of the Fleet Assistant and base drivers.
• Rationalize movements as much as possible (NRC and rental vehicles) to effectively contribute to the reduction of the carbon footprint.
• Document technical issues, gaps and fleet issues, and forward them to the Aera Manager/Support Coordinator and its technical referents.
• Ensures the proper management of fuel and TomCards accompanied by various monthly reports following the organization’s procedures.
• Ensure that all vehicles at the base are in good working order and ensure that maintenance is monitored in line with the maintenance plan, which he or she will contribute to the development of beforehand.
• Prepare requests for spare parts for vehicles and participate in the selection of service providers who will provide maintenance.
• Train and contribute to the development of drivers.
• Coordinate and facilitate the timely reporting of contingencies such as accidents, incidents and breakdowns.
• Ensure that the base’s vehicles are equipped with the necessary documents and equipment for their operation.
• Compile and submit monthly vehicle usage and carpooling reports as well as the TerraMar report (Ensure the recording of monthly vehicle data from the entire mission fleet in the TERRAMAR software), generator management, stock/store report, asset report, cargo report, mid-term and year-end report and submit them to the Logistics Coordinator and Support Coordinator.
• Ensure that logbooks, vehicle maintenance documents, and fuel reports are filled into office 365.2. Inventory/Warehouse Management
• Ensure the availability of storage space and always maintain the order and cleanliness of the warehouse/store.
• Ensure compliance with the sizing of the warehouse/store according to NRC standards.
• Ensure that only authorized personnel are authorized to enter the warehouse and receive supplies or equipment.
• Organize truck workers for loading and unloading materials in the warehouse; similarly, supervise the packing, loading and unloading of all materials.
• Ensure that all goods with discrepancies before or after shipment are returned to suppliers.
• Receive equipment, supplies and store them in assigned locations and distribute them according to NRC procedures.
• Maintain an electronic record of all documents related to purchase orders for items ordered and received, purchase requisitions and receipt orders (GRNs) and records.
• Inform the support coordinator and the managers of the program departments of the expiration date of the consumable items stored in the warehouse, accompanied by an update of the stock on a weekly basis.
• Receive and inspect the physical condition of shipments, taking care to review relevant documents.
• Prepare periodic stock reports and assist in performing periodic inventory checks
• Report any loss, damage or discrepancies immediately recorded.
• Ensure that warehouse procedures are respected, and all movements are properly documented
• Responsible for organizing an inventory of assets and stock as per NRC procedures.3. Asset Management
• Conduct regular spot checks on assets and stock in your field location. Participate in assets and stock counts, once every quarter
• Ensure the maintenance of the asset tracking file.
• Monitor the movement of assets within the base and/or in transit through the mission.
• Ensure registration, monitoring and ensure that the inventories of the base’s assets are up-to-date and traceable in the system.
• Participate in the drafting of donor reports on assets.
• Participate in the operational implementation of asset management procedures.
• Take an active part in periodic meetings to plan and review the activities of his/her department.
A- Generic professional competencies:
• Experience working as a Support Function Officer in a humanitarian/recovery context
• Previous experience working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge of English and working knowledge of FrenchB – Context/ Specific skills, knowledge, and experience:
• First Degree in Logistics or any related fields including statistics
• Minimum of 2 years’ experience in a similar position preferably with an NGO
• Good knowledge of the South-West and North-West region context
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal, and work knowledge of French is an advantage
• Excellent Computer skills (Microsoft Office)
• Good communication skills
• Office organization skills,
• Fluency in the local language
• Can work under pressure and independently

• Beginning: March 2025
• Duration of the contract: 12 months, renewable depending on the availability of funds
