JOB DESCRIPTION

1. Role and responsibilities

The role of the ICLA Officer is to be responsible for the day-to-day implementation of Information,
Counselling and Legal Assistance (ICLA) activities, community outreach and provision of project participants
with information and counseling services on ICLA thematic areas on legal identity, legal stay, access to
essential services.

Generic responsibilities

1. Ensure compliance with NRC policies, guidelines, standards and donor requirements.
2. Ensure adherence to ICLA strategy, tools, handbooks, guidelines and standards.
3. Implement delegated ICLA project portfolio according to plan of action.
4. Prepare and develop status reports as required by management.
5. Ensure proper filing of documents.
6. Assess, promote and document ideas for improvement and further program development options.
7. Ensure that projects target beneficiaries most in need and explore and asses new and better ways to
assist.
8. Contribute to the identification of needs to inform programming and advocacy.
9. Conduct quality control and provide support to implementing partners.
10. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles
within NRC and amongst project participants supported by NRC.
11. Contributes to the implementation of Safe and Inclusive Programming (SIP) minimum standards
across all areas of work.

Specific responsibilities

1. Provides information, counselling, and further support to ICLA project participants.
2. Maintains a regular field presence, with 90% of time allocated to travel within Moldova, to carry
out ICLA activities.
3. Case management of cases. Including necessary follow-up within agreed deadlines.
Acts as a focal point for external referrals and services’ mapping in his/her assigned geographical
area of operation.
4. Responds to feedback and cases received from the CFM.
5. Ensures the data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal procedures.
6. Prepares weekly and monthly plans and reports.
7. Performs any other tasks as requested by line management.

2. Experience working in similar roles in humanitarian/recovery context is an asset
3. Previous experience from working in complex and volatile contexts is an asset
4. Documented results related to the position’s responsibilities
5. Very good command of the English language

Context related skills, knowledge and experience

1. Good knowledge of the refugee context in the Republic of Moldova
2. Knowledge of the software programs (MS Word, Excel, PowerPoint)
3. Knowledge of Ukrainian language is an asset
4. Fluency in Romanian and Russian languages.
