Position Title: Reporting and Information Management Officer (DTM)

Duty Station: Goma, Congo, Democratic Republic of the

Classification: Professional Staff, Grade P1

Type of Appointment: Special short-term graded, 6 months with possibility of extension

Context:

The Displacement Tracking Matrix (DTM) is IOM’s main operational tool for gathering and analyzing data to disseminate critical multi-level information on the mobility, vulnerabilities and needs of displaced and mobile populations. DTM enables decision-makers and stakeholders to provide these displaced populations with better, context-specific assistance.

Under the overall supervision of the DTM Programme Coordinator and the direct supervision of the Data Analyst, the Reporting and Information Management Officer (DTM) will assist with the production of DTM information products, and will be responsible for specific information management and tasks related to the timely production of DTM reports to present the results of the IOM’s DTM programmes in the Democratic Republic of the Congo.

Core Functions / Responsibilities:

  1. Maintain and update organized databases and repositories of narrative reports of all information collected.
  2. Under the close guidance of the DTM Programme Coordinator, and in close coordination with the Data Analyst, participate in the production of timely and accurate DTM reports and dashboards by researching and preparing preliminary analyses, and drafting segments and proposing edits of required materials in line with DTM standards. Assist with post-distribution monitoring.
  3. Analyze methods for programme formulation and design, and the operational set up of DTM programme activities in field missions when relevant, and recommend possible improvements or changes.
  4. Develop, in close coordination with the Data Analyst, specific templates capable of visualizing the DTM data. These templates should encompass graphics and maps that are easily comprehensible for both specialized and non-specialized audiences.
  5. Share DTM findings with relevant clusters and working groups within the inter-agency in the country and adopt methodologies for improving the utilization of DTM products.
  6. Assist in development of the project proposals by providing relevant information and updates on DTM deployed activities and results. Assist in compiling mid-term and final reports to donors.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Economics, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution; or,
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in data collection, research, and report writing;
  • Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
  • Experience in using visualization tools such as lnDesign, Illustrator, PowerBi;
  • Experience in Data Management and Analysis (software – SPSS and basic statistics);
  • Experience working in the region is an advantage;
  • Experience working in international organizations and the humanitarian community;
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset; and,
  • Prior experience with DTM a strong asset, prior experience with similar data collection systems a requirement.

Skills

  • Ability to work under pressure while maintaining attention to detail;
  • Knowledge of Microsoft applications, spreadsheets, and word processing;
  • Good communication skills in written English; and,
  • Good ability for teamwork.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Kiswahili and/or other local languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
