The overall goal of UNICEF in Sudan is to support a more equitable development for children while also protecting the fundamental rights of all children recovering from the effects of conflict and natural disasters. UNICEF’s major programmes consist of Health & Nutrition, Water & Environmental Sanitation, Education, and Child Protection, with Communication for Development and evidence and social policy mainstreamed. To strengthen UNICEF’s implementation and results, programming is being further decentralized with increased community-level engagement and stronger field offices.; UNICEF has wide partnerships with the government, NGOs and CBOs working in harmony to fulfil the rights of children. Project description: Under the general supervision of the Planning and Monitoring Specialist and the technical guidance of the Chief of Planning, Monitoring and Evaluation, the incumbent is responsible for the accomplishment of the stated key results by providing professional expertise and assistance in conducting monitoring visits to UNICEF project sites (10 visits a month at least) to assess local conditions, monitor UNICEF inputs (supplies and cash), delivery and utilization. Also, information/data collection, statistics and data analysis, monitoring, preparation of reports, communication and partnership with a specific focus on routine and administrative data collection, for better preparedness, targeting and coordination of effective humanitarian responses and UNICEF commitments to the CCC (humanitarian performance monitoring system).

Task Description

Under the delegated authority and supervision of the Planning and Monitoring Specialist or their designated representative(s), the UNV Monitoring Officer will be responsible for the following tasks: 1. Programme Planning and Monitoring : o Provide Technical Support and Assist the Programme Officers in developing work plans, emergency preparedness, and response plans. Ensure the quality of these plans meets established standards. o Provide support in a variety of programme and coordination activities both at the field level and within the country office. This includes ensuring that UNICEF-supported programmes implemented by the government and other partners are systematically monitored, with activities regularly tracked, and outcomes measured and recorded. o Conduct joint monitoring visits with relevant partners on a systematic and regular basis to ensure effective collaboration and programme oversight. o Collect, analyze, and make data available for key programme and management indicator reports to inform decision-making at the field office management level. o Compile and synthesize data to provide actionable insights to the Section and national partners to support planning efforts. o Assess the impact of programmes and policies, and regularly report on progress. 2. Information Management and Coordination: o Support Sector/Sub-Sector coordination meetings with a focus on information management, contributing to the strengthening of sector information databases and systems. o Produce and maintain relevant information products, including reports, databases, and both basic and thematic maps, to provide a comprehensive overview of sector activities. o Prepare periodic reports on sector activities at the national and state level as required. 3. Governance Support: o Manage office governance bodies, including organizing weekly office meetings, preparing meeting minutes, tracking action points, and ensuring necessary follow-up. 4. Humanitarian Response and Emergency Preparedness: o Assist the Planning and Monitoring Specialist in leading UNICEF’s technical efforts to gather critical information on populations affected by emergencies and disasters. o Participate in assessment missions, including interagency missions, and intersectoral assessment to support emergency preparedness and response. o Monitor high-frequency humanitarian indicators, focusing on the use of routine and administrative data collection to enhance preparedness, targeting, and coordination of effective humanitarian responses. 5. Data Management and Visualization: o Lead tasks related to information management, including data collection, validation, processing, and visualization, ensuring the integrity and accessibility of key data. 6. Capacity Building o provide capacity-building support to UNICEF partners, including government agencies, NGOs, and community-based organizations (CBOs), focusing on planning and monitoring aspects 7. Additional Responsibilities: o Undertake any other duties or tasks as assigned by the supervisor.

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her housing and other living essentials. The volunteers will be based in Kassala State with frequent visits to different localities within Kassala State Kassala is located in Eastern Sudan approximately 650 km from Port Sudan and is characterized by a predominantly conservative Sudanese culture. The climate is notably hot, especially between March and June. However, during the rainy season, which lasts from July to September, temperatures drop significantly. The security situation is very stable, allowing UN personnel to live in private residences within the town. Kassala benefits from a relatively reliable supply of electricity and water. Internet access is available via a private cable provider in certain areas, with 4G coverage extending throughout the town. Most daily necessities can be purchased at local markets. While malaria is present, it is not prevalent. However, the town experienced a dengue fever outbreak last year. Health services are accessible at the local hospital in Kassala. Volunteer Living Allowance (VLA): All national Specialist Volunteers are entitled to a monthly volunteer living allowance of USD 1,983.9 USD The purpose of this allowance is to cover the basic living costs of the national UN Volunteer, and her or his family when applicable. The allowance is to ensure that the volunteer can sustain a basic, adequate and safe lifestyle. The monthly allowance rate is a fixed rate for the duty station as established by UNV headquarters. https://www.unv.org
