Location of Position: Washington, DC
Telework/Remote Eligibility: Eligible to telework up to four days per pay period (two days per week). The position is not remote eligible.

Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years and may be considered for two two-year extensions depending on the needs of the service.
Salary: (USD) $132,860 – $191,900 annually

Description​ of Organization: The position is located in REFS’ Office of the AtA. REFS is responsible for worldwide leadership and integrated technical expertise of the programming of USAID in agricultural-led growth and environmental sustainability. REFS’ expertise encompasses resilience; environment; food security; nutrition; water security, sanitation, and hygiene; climate; infrastructure; and energy, with the goals of increasing resilience, sustainability, self-reliance, and enhancing U.S. national security and economic prosperity.

REFS has a mandate to implement: Feed the Future (FTF) Initiative, guided by the whole-of-government Global Food-Security Strategy (GFSS); Resilience Policy; USAID’s Climate Strategy; Biodiversity Policy; Environmental Impact Assessment requirements; key portions of legislative mandates, such as the Save our Seas 2.0 and Eliminate, Neutralize, and Disrupt Wildlife Trafficking Acts; U.S. Global Water Strategy; and Multisectoral Nutrition Strategy. Investments align with the Administration’s National Security Strategy (NSS). Specifically, REFS contributes to NSS Global Priorities including Out-Competing China and Constraining Russia; Cooperating on Shared Challenges such as Climate and Energy Security, Pandemics, Food Insecurity, and Shaping the Rules of the Road in areas such as trade and economics. REFS also contributes to NSS regional strategies such as Promote, a Free and Open Indo-Pacific, Fostering Democracy and Shared Prosperity in the Western Hemisphere, Supporting De-Escalation and Integration in the Middle East, and Building 21st Century U.S.-Africa Partnerships.

Office of the AtA/REFS Communications and Outreach Team coordinates all aspects of outreach and strategic communications for these four areas of international development, from speechwriting and strategic messaging to social media, multimedia, events, stakeholder and congressional outreach, and more. This includes serving as the United States Government’s communications and outreach team for the interagency Feed the Future initiative and leading Bureau strategic communications and outreach for the breadth of REFS’ portfolio.

Education Requirement:

  • The salary for the selected candidate will be determined in accordance with ADS 470.3.6, Pay Under the Foreign Service, based on the highest degree earned and relevant experience. To facilitate accurate pay setting, resumes must include the month, day, and year for each position held. At the FSL-02 grade level, a graduate degree is required.
