JOB DESCRIPTION

Job Summary

The consultant will undertake a review of the system architecture and the relevant documentation that are prepared by CERSGIS, at the time of handover, to ensure that industry standards are adhered to. In the initial phase of the handover, the consultant will assist the ministry to provide technical backstopping to district users regarding system challenges and glitches. S/he will also support the MSWR to develop and implement a plan for system reviews, capacity building and technical support for existing BaSIS users and for roll-out of BaSIS to cover new districts.

The assignment will also be used to further strengthen capacity within selected MMDAs which have been designated as potential Centers of Excellence for BaSIS by the ministry and those fully using the existing BaSIS modules.

The assignment will further support the MSWR to establish systems for identifying or receiving reports on system challenges, troubleshooting, and resolving the challenges or escalating them. The assignment will also support with further development of existing and new BaSIS modules as required by the MSWR.

Key Duties And Responsibilities

  1. Review system architecture & documentation on BaSIS upon system handover by CERSGIS.
  2. Support the MSWR to develop and implement a plan for system reviews, capacity building and technical support for existing BaSIS users and for roll-out of BaSIS to cover new districts.
  3. Support the MSWR to maintain the functionality of BaSIS and minimize downtimes.
  4. Support the MSWR to provide remote and on-site technical support to users of BaSIS for resolution of challenges.
  5. Generate a monthly report/log with identified and reported system challenges including frequency and locations of occurrence and make recommendations to prevent the challenges from recurring.
  6. Develop capacity building programmes for relevant staff at RCC and MMDA levels and conduct training for them on relevant areas to enable them use BaSIS effectively including digitalizing and testing existing tools for integration into sector M&E systems.
  7. Support the ministry to generate monthly update reports on data entries into BaSIS per district, region and partner and share with Development Partners and relevant RCCs and MMDAs.
  8. Support the MSWR to review and enhance data systems for sanitation achieving harmonization and efficiency through digitalizing of workflows.

Qualification, Skill And Experience

  • An advanced university degree (Master’s) in Computer Science, Information Technology, Geo-Information Science, Geographic Information Systems or related area
  • A minimum of 5 years of relevant professional experience in the development, testing and deployment of GIS based information systems.
  • Experience with computer programming is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
