About this position

The Consultant will support the Blue Economy Unit (BEU) from the Ministry of Blue Economy and Disaster Risk Management (MBEDRM) in the implementation of the Technical Cooperation (TC) BL-T1145. The TC is supporting the Government of Belize to strengthen the policy and institutional framework for the development of the Blue Economy.

The objective of this technical cooperation is to strengthen the policy and institutional framework for the development of the Blue Economy in Belize. The TC has three (3) major components. Component I focuses on strengthening the policy and strategy framework for the development of the Belize Blue Economy; Component II, “Capacity Building to Support Blue Economy Development in Belize,” aims to assess the institutional capacity of the MBEDRM and other ministries and departments which play key roles in the management and coordination of the Blue Economy. Lastly, Component III will finance the design and execution of a stakeholder sensitization program.

We are looking for a proactive, knowledgeable, and driven Technical Liaison Consultant. As the Technical Liaison Consultant, you will manage and coordinate the implementation of technical activities and effectively facilitate and support project partners in the successful execution and dialogue with different stakeholders and key partners.

You will work along with the IDB Country Office in Belize as part of the Country Department Central America, Haiti, Mexico, Panama, and the Dominican Republic. This team is responsible for identifying, developing, and implementing projects, programs, and studies in Belize.

What you’ll do

  1. Serve as the principal focal point for the BEU in all matters related to planning and project implementation of technical cooperation BL-T1145.
  2. Serve as the main liaison between the BEU and all other stakeholders involved in the implementation of the projects.
  3. Support MBEDRM and the BEU in coordinating logistical arrangements necessary to facilitate multi-stakeholder participation and engagement to achieve the fulfillment of objectives and results of the technical cooperation BL-T1145 including workshops and others.
  4. Support MBEDRM and BEU in monitoring of project activities, inclusive of reviewing project deliverables/outputs from consulting firms and/or individual consultants.
  5. Provide technical assistance in required area of expertise for the design and development of knowledge products when required.
  6. Prepare and deliver presentations on the projects’ implementation and/or progress when required.
  7. Support the coordination and information sharing among stakeholders on behalf of the MBEDRM and the BEU.

Deliverables and Payments Timeline

The consultant shall submit the following products to the IDB:

Deliverable # Percentage Planned Date to Submit
Inception report inclusive of a workplan 15% 2 weeks after signing the contract
Progress Report #1 25% 1.5 calendar months after signing the contract
Progress Report #2 30% 2.5 calendar months after signing the contract
Final Report 30% 3.5 calendar months after signing the contract

What you’ll need

  • Education: Minimum of a master’s degree in project management, Fisheries Management, Natural Resource Management, or other fields relevant to the responsibilities of the role. A combination of a bachelor’s degree in project management, Fisheries Management, Natural Resource Management, or other related field with 5 years of relevant work experience will be accepted in lieu of not having a master’s degree.
  • Experience: At least 5 years of progressive experience in project management, monitoring and control, knowledge of the blue economy and fisheries sectors and use of natural resources, and experience in managing blue economy projects is a plus. Likewise, experience working with multiple stakeholders (including the Government of Belize), and a desired experience in the supervision of multilateral financing, knowledge of policies and procedures of multilateral banks or international cooperation, and good knowledge of the institutional and policy framework in Belize.
  • Languages: Proficiency in English.

Requirements

  • Citizenship: You are either a citizen of Belize or a citizen of one of our 48-member countries with residency or legal permit to work in Belize.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
