Organizational Setting and Reporting Relationship

The position of Senior Risk Management Specialist is assigned to the Operational Risk and Risk Governance Unit (RMOD-OGU) within the Office of Risk Management. You will be based at our Headquarters in Manila, Philippines.

You will report to Advisor, RMOD and Head, RMOD-OGU and oversee national and administrative staff

Your Role

As a Senior Risk Management Specialist, you will implement, maintain, and enhance the integrated operational risk management framework in coordination with relevant departments across organization lines. You will (i) support the review and enhancement of new operational risk management tools in ADB’s increasingly complex nonsovereign operations; (ii) handle the operationalization of the framework within various departments to consistently and comprehensively identify, measure, monitor, mitigate, and report operational risk; (iii) provide support for the formulation of ADB policies, guidelines and practices on risk management; and (iv) work with broad policies and objectives, working directly with clients, with supervision for unfamiliar or critical tasks.

You will:

a. Risk Management

  • Provide support in developing, implementing, and maintaining policies, guidelines, and processes to identify, measure, monitor, mitigate, and report operational risk in ADB headquarters and field/satellite offices.
  • Define requirements for effective implementation and maintenance of operational risk processes and tools across different operational areas in ADB, including sovereign, non-sovereign, treasury, information technology (IT) and institutional.
  • Analyze and support corporate transformation initiatives through incorporating operational risk management principles and methodologies
  • Contribute to the enhancement of existing risk taxonomies, supporting the common basis of operational risk concepts, classification and reporting for ADB.
  • Design and develop relevant analytical tools and processes to support the monitoring and reporting of operational risk events.
  • Organize workshops and knowledge sharing sessions to promote overall risk culture and to strengthen the first line of defense and subject matter experts of operational risk domains.
  • Implement and maintain analytical systems and reporting requirements of operational risk to enhance the timeliness, completeness, and accuracy of information to end-users via report automation, query access to data, and/or web-based reporting solutions.
  • Provide support for Risk Committee and/or other governance meetings.
  • Support project management of system implementations and other specialized projects to meet operational requirements.
  • Act as the focal person by playing a key role in engaging with all stakeholders across ADB by being a trusted and valued resource person for operational risk champions mechanism.
  • Develop a good working relationship with other departments to ensure that the framework is effectively bought in and implemented across all relevant areas

b. Policy and Methodology

  • Provide support and inputs in the review and updating of ADB’s policies, guidelines and practices on operational risk management.
  • Assist in policy and methodology development related to Operational Risk Management Framework, including provision of a risk appetite statement.
  • Lead the design and implementation of projects related to the continuous enhancement of operational risk methodology, both internally (preparation of tools and enhancement of reporting data) and externally (rollout to departments and offices).

c. Knowledge Sharing

  • Maintain knowledge of emerging best practices, Basel standard updates and other international standards in operational risk management.
  • Support the team lead and/or Director by independently representing the operational risk team in resolutive engagements with operational risk role holders like risk owners, risk champions, control owners or subject matter experts.
  • Serve as a resource person and provides support in organizing and conducting risk training to promote a risk culture in ADB.

d. Staff Supervision

  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

e. Others

  • Make contributions to strengthening ADB’s Organizational Resilience, including coordinating the relevant risk assessments and engaging in corporate risk mitigation actions.

Qualifications

You will need:

  • Master’s Degree in finance, accounting, business administration, economics or related fields. University degree in finance, accounting, business administration, economics or related fields, combined with at least 5 years of specialized experience in similar organizations, may be considered in lieu of a Master’s degree.
  • At least 10 years of relevant experience in financial institutions or multilateral/bilateral development organizations.
  • Understanding of risk management principles, methodologies and tools, and governance principles and activity in a financial services environment.
  • Good understanding of operational risk data management and analysis.
  • Strong knowledge of development banking or financial institution products and processes as well as related internal controls and corporate governance.
  • Understanding operational risk characteristics including the development of operational risk monitoring tools including reports, scorecards, key risk indicators (KRIs) and operational risk capital modeling.
  • Demonstrated project management expertise and experience, including implementation and maintenance of operational risk information systems and data.
  • Strong written and verbal communication skills with proven relationship building skills and ability to communicate with senior managers.
  • International experience working in several countries.

Additional Information
