Result of Service
The ultimate result of the service is the development of a concept note consisting of key design parameters of a simplified on automatic enrollment: 1. Assessment of the practical implementation of social insurance registration and contribution collection in Egypt The assessment needs to address at least the following questions: • What groups of the population are covered by health and non-health social insurance, and who is mandated to have this coverage? (employees and their employers in establishments of different sizes, self-employed individuals, casual workers, other groups of employed persons, helping family members, non-working family members such as spouses, children, elderly, persons with disabilities, etc.) • What are the current procedures for registering for health and non-health social insurance across different categories of employed and non-working family members, and what challenges do individuals face in this process? • What are the costs (in terms of money) and other barriers or disincentives related to registration? • What measures are in place to facilitate registration and provide incentives for health and social insurance, and how effective are these measures in reducing informal employment? 2. Mapping of Administrative Records and Interoperability in Egypt Explore civil registry databases, tax and economic activity licensing databases, and social protection databases, along with their current and potential interoperability, by addressing at least the following topics: • Extent of Coverage: Analyze the population’s coverage through national personal identification numbers (PINs) and national identity cards (IDs), including additional personal information in IDs (e.g., profession, employment). • Overview of Databases: Examine databases related to taxpayers, professional and employment registries, small and medium enterprises, and NOSI databases. • Characteristics of NOSI and UHIS Databases: Assess the contents, registration, updates, and maintenance procedures of NOSI databases, as well as their interoperability with other databases, including Universal Health Insurance (UHIS). • Social Assistance Databases: Review existing social assistance databases (e.g., Takaful and Karama Programmes, food and fuel subsidies) and their interoperability with health insurance and NOSI databases. • Identification of Relevant Databases: Identify other existing databases that could facilitate effective automatic registration for health and non-health social insurance. • Identification of Interoperable Registries and Platforms: Identify any existing or envisioned projects that could enable the interoperability of registries and datasets useful for the purposes of the project.

Duties and Responsibilities
Objective and methodology To develop a comprehensive assessment of the legal framework and practical implementation of social insurance registration and contribution collection in Egypt, and to evaluate the existing civil registry, tax, and social protection databases, with a focus on their interoperability. This assessment will inform the design of an automatic enrollment proposal for the Egyptian government and should align with the parameters and guidelines provided by ESCWA. The methodology will involve a literature and legal review, along with an examination of other available sources. Stakeholder engagement will be integral to this process, including consultations with relevant parties such as government officials and representatives from civil registries and social protection programs. Additionally, a thorough assessment of the interoperability of existing administrative databases will be conducted. The assessment will also validate the alignment of findings with international standards set by the ILO, ISSA, and other relevant frameworks determined by ESCWA. Duties and responsibilities The local consultant is expected to undertake the following tasks in strong collaboration and coordination with ESCWA’s SP team and relevant national stakeholders: • Investigate the legal framework and practical implementation of social insurance registration and contribution collection in Egypt, identifying the various population groups covered (employees, self-employed, casual workers, family members, etc.) and analyzing the effectiveness of mandatory coverage enforcement and existing registration procedures. • Assess the existing civil registry, tax, and social protection databases in Egypt, focusing on their interoperability, the extent of coverage with national identification systems, and the potential for improved data integration to enhance access to health and non-health social insurance. • Consider the legal provisions regarding social insurance in Egypt in the assessment against international standards set by the International Labour Organization and the International Social Security Association. • Align the findings with the recommendations provided by ESCWA and local stakeholders regarding automatic enrollment. • Attend different meetings and respond to questions as necessary.
Qualifications/special skills
At least a first-level degree in management, business administration, political science, sociology, social sciences, economics, or other related academic background is required. A master’s degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional work experience in social protection, specifically in health and non-health insurance is required. Experience in social registries is required.
Languages
Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
