JOB DESCRIPTION

Context

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Resources Management Officer (RMO), and in close collaboration with the Regional Office for East and Southern Africa Nairobi, Kenya and in coordination with the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for the supply chain activities, guided by Supply Chain Management (SCM) objectives to  deliver quality goods/services to the beneficiaries at optimal  price and in a timely manner.

  1. Coordinate and monitor Supply Chain actions within Zimbabwe, including supply, and contractual agreements for goods, services, and maintenance in line with appropriate procurement processes and procedures and internal control systems.
  2. Support the planning, coordination, implementation and monitoring of aspects related to procurement and logistics needs in Zimbabwe office.
  3. Liaise with the supervisor and program teams regarding all Procurement, Logistics and service requirements, consolidate and prioritize overall procurement (or service) requirements and optimize purchasing power, assist in the implementation of strategic adjustments towards increasing the effectiveness and accuracy of all Supply Chain procedures.
  4. Support the analysis of procurement requests, identification of service providers, and evaluation of information regarding vendor’s performance regarding quality, prices, and delivery of goods in view of the Organization’s best interests and donor mandates.
  5. Coordinate the processing of all procurement transactions in accordance to IOM procurement rules and regulations as well as in line to the mission’s procurement permanent instructions.
  6. Monitor tendering and bidding documents for the mission’s needs, issuing calls for proposals, coordinate bidding processes, solicit bids and quotations, participate in the evaluation and selection of vendors, confirm terms of payment and finalize contractual terms. Verify all procurement transactions and analyze them for conformity with specified requirements.
  7. Follow-up on purchase orders status and keep project managers and other requisitioners abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.
  8. Create and maintain the database of vendors and contractors’ accreditation and evaluation status to ensure a pool of reliable service providers to address the needs of the Mission.
  9. In coordination with the Resource Management Officer and Head of Units, support the implementation of permanent procedures for procurement, warehouse operations and asset administration that are compliant with IOM’s general instructions, policies and donor requirements.
  10. Establish and maintain service agreements and LTAs with competent vendors, when it is feasible and determined to be cost effectiveness.
  11. Act as Manila Supply Chain Unit’s focal point for all purchases over USD 200,000 clearance and MAC endorsement.
  12. Support and monitor the maintenance and repair of office facilities, including preventive maintenance. Assist in the establishment of maintenance agreements with competent service providers when it is feasible and determined to be cost effective.
  13. Provide training and guidance to the SCM staff of CO, while monitoring, evaluating and supporting their professional and career development.
  14. Participate and engage actively in the UN inter-agency meetings and forums related to supply chain management working groups. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
  15. Perform such other duties as may be assigned.
Education
  • Master’s degree in business administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution; or,
  • University degree in the above fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Experience in managing diverse procurement and logistics operations; and,
  • Demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers
Skills
  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics; and,
  • Excellent level of computer literacy and good knowledge of SAP is an advantage.

For this position, fluency in English is required (oral and written).
