JOB DESCRIPTION

The International Organization for Migration (IOM), the UN Migration Agency, is a dynamic and growing inter-governmental organization, with 174 member states. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects.

IOM Mozambique has a portfolio of activities designed to improve community resilience and reduce the drivers of conflict and displacement in Cabo Delgado. These activities seek to build social cohesion, civil society, support community-police relationships, and develop livelihood options for marginalized groups. The activities are implemented across multiple communities and districts and require significant coordination.

Under the overall supervision of the Head of the Peace and Development Unit (PDCU) and direct supervision of the Programme Manager (PM) (Community Resilience and Peacebuilding (CRP)) in Pemba, the successful candidate will be responsible for supporting reporting, communications, and donor liaison for the community resilience portfolio in Cabo Delgado.

  1. Coordinate, review, edit and provide quality control for donor reports, including weekly/biweekly, Quarterly, and annual reports
  2. Support the PM in ensuring donor reports (narrative and financial) are completed on time, entered into internal systems, and that necessary endorsements are completed within the reporting deadline periods.
  3. Regularly check that all project documentation, including project agreements and modifications/amendments, is up to date and entered into internal systems.
  4. In coordination with the Programme Support unit, support PM with project development by drafting proposals, and ensuring that new projects are entered into internal systems with appropriate supporting documentation in a timely manner.
  5. Support the production of communication and visibility tools (internal and external) and materials.
  6. Support the PDCU Research and Strategy Department to maintain and oversee vendors and contractors related to project support, including reporting and communications.
  7. Support the PM and Head of PDCU with building and maintaining effective working relationships with donor counterparts.
  8. Support the PMs with organizing, and leading donor visits when assigned, in coordination with field staff.
  9. Undertake field visits to gather photos and video documentation of programme activities and events for communications and reporting.
  10. Liaise with key stakeholders and beneficiaries, including counterparts in the government, UN agencies, Non-governmental Organizations (NGOs), Civil society Organization (CSOs), and local communities as needed and in coordination with the PMs, to support reporting, research, communications and project development processes.
  11. Support the PDCU Research and Strategy Department undertake in-depth research and analysis on contextual and political situation in northern Mozambique.
  12. Undertake travel and perform such other duties as may be assigned.
Education
  • Master’s degree in development, Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
Experience
  • Experience in programme and project development, implementation, evaluation and practices.
  • Experience liaising with governmental authorities as well as with national and international institutions.
  • Experience in UN interagency coordination and participatory forums.
  • Familiarity with project lifecycle, and administrative and financial management.
  • Experience in complex crisis environments, conflict resolution, tolerance and peacebuilding mechanisms.
  • Experience working in political transition, conflict, and/or post-conflict environments.
Skills
  • Strong experience, knowledge and skills in budget monitoring, reporting, monitoring and evaluation and risk management are required.
  • Excellent written and oral communication skills are required.
  • Familiarity with community resilience, conflict prevention and peacebuilding frameworks, practices, and sensitivities.
  • Familiarity with project and resource management.
  • Understanding of how to apply risk management and conflict sensitivity in insecure, conflict-affected areas is an advantage.
  • Knowledge of the region is an advantage.
