Result of Service
The result of services is to support the Cool Coalition Secretariat in the overall implementation of the Cool Coalition Workplan and Strategy 2025-2026 • Regional NCAP Data assessment framework & methodology finalized. • Draft Regional NCAP Methodology developed, and training material delivered. • Technical inputs for drafting and cooling modelling reviews provided for the NCAP development in two pilot countries in the MENA region • Technical and cost-related inputs for maintaining and/or enhancing energy efficiency for component manufacturers provided aligned with mechanisms by ExCom of Multilateral Fund (MLF) • Sustainable cooling proxy indicators defined to enable countries without adequate data-capacity to assess status of sustainable cooling • Data collection completed across countries who are signatories to the Global Cooling Pledge, to contribute to the 2025 Annual Global Cooling Pledge Progress Report • Country data surveys conducted to support modelling required for the Global Cooling Watch report • Data verified and compiled for all countries • Drafting of annual country progress report on sustainable cooling, and outlining scope and drafting text for the Global Cooling Watch report.

Duties and Responsibilities
UNEP is accelerating the global transition to energy-efficient and climate-friendly cooling. Getting the right solutions in place for cooling is essential for improving the quality of life and health of people without undue impacts on the planet. The UNEP-led Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy and joint action towards a rapid global transition to efficient and climate-friendly cooling. The Secretariat of the Cool Coalition is hosted at UNEP. A senior consultant with deep expertise in sustainable cooling is needed to support UNEP Cool Coalition to develop a holistic regional methodology for developing a National Cooling Action Plan for the MENA region leveraging the Global NCAP Methodology. The consultant will be also required to deliver capacity building training material for the methodology and provide trainings to the environment and energy officers from the MENA countries. In addition the Consultant will support Multi lateral fund in providing technical and cost-related inputs for maintaining and/or enhancing energy efficiency for component manufacturers. This consultant will also help develop scope and content of the next Global Cooling Watch report, slated for release in advance of COP30 in November 2025. The Global Cooling Watch report series demonstrates the potential and the pathways to achieve near-zero emissions from cooling. Using a model created specifically for sustainable cooling cutting across the passive, efficiency and refrigerants silos, it aims to presents pathways to get to near-zero emissions in the key cooling sectors and provides a call to action for countries to pursue the policies and strategies that have the greatest impact in reducing cooling-related emissions and advancing sustainable cooling for all. The 2025 Global Cooling Watch report will delve deeper into sustainable cooling measures in three areas: passive cooling, higher-energy efficiency standards, and a faster phase down of climate-warming refrigerants; and provide a sectoral deep-dive into cold chains. Moreover, the report will showcase the emissions savings potential for signatories of the Global Cooling Pledge as a special segment. The research behind this report will also require data collection for the Global Cooling Pledge signatories and the rest of the world to support the modelling that the report will focus on. The report released will therefore, also be in support of the Global Cooling Pledge, a joint initiative between the United Arab Emirates as host of COP28 and UNEP- Cool Coalition.
Qualifications/special skills
Academic Advanced University degree (Masters or equivalent) in Energy Policy, Management/Business, Engineering, Economics, Environmental Sciences, Physics, or a similar discipline is preferable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 10 years of professional experience related to energy efficiency, refrigeration, air conditioning and related cooling solutions. o Prior experience working with international stakeholder groups and industry players in the HVAC industry. o Technical understanding of cooling products, environmental and energy impacts of cooling appliances, as well as products development and innovation needed to reduce environmental impacts, is highly desirable. o Experience with stakeholder coordination and project management. o Experience with policy, technical and regulatory aspects of sustainable cooling and the trends of global markets o Proven experience and skills in policy and/or technical report writing and energy modelling to assess emissions
Languages
Fluency in spoken and written English and Arabic is required.
