JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Office of the Director, Economic Analysis and Policy Division (EAPD), Department of Economic and Social Affairs (DESA). The Inter-regional Adviser (IRA) will work under the direct supervision and overall guidance of the Director. The Division is mandated to provide research and policy analysis on global macroeconomic trends and long-term development issues to the General Assembly and Economic and Social Council, to support Member States in their efforts to implement the 2030 Agenda for Sustainable Development and achieve the Sustainable Development Goals. The 2023 SDG Summit reconfirmed the need for concrete, integrated, and targeted actions to fulfil the vision of the 2030 Agenda and achieve the Sustainable Development Goals, which are universal, people-centred and integrate the three dimensions of sustainable development. The Pact for the Future also commits to take transformative actions towards these objectives. The services of the IRA aim to ensure the provision of high-level technical expertise, the transfer of knowledge from global entities to Governments on policy-related issues and development strategies and the formulation, assessment or evaluation of projects and programmes. The IRA is a member of DESA’s IRA Network. The services of the IRA need to comply with intergovernmental guidance on the use of the Regular Programme on Technical Cooperation (RPTC), when appropriate, and with strategies and guidance concerning capacity development activities endorsed by the Department of Economic and Social Affairs (DESA) and supported by the Capacity Development Programme Management Office (CDPMO).
Responsibilities
Under the direct supervision and overall guidance of the Director, the incumbent: • Provides policy advice online and/or through short-term field missions to Governments and other relevant stakeholders in developing countries upon their request on aspects related to integrated modelling approaches including climate, food and energy systems, public finance and macroeconomics, along with related issues in sustainable development. • Prepares policy advisory notes to inform national governments as well as DESA policy briefs and other papers to synthesize and share knowledge across different constituencies, including inter-governmental ones. • Contributes to the design/redesign of national policies and strategies (upon requests from developing countries) based on advanced quantitative analysis modelling techniques, including in particular the Climate, Land, Energy and Water (CLEWs) integrated assessment tool, other open-source models (e.g. OG-CORE, WEFM) for the achievement of the Sustainable Development Goals (SDGs) and/or other relevant international norms and standards. • Supports the development of long-term collaborative relationships in using modelling methodologies with national governments, academic institutions, think-tanks, as well as other international entities for the transfer of knowledge and skills. • Provides leadership in the design of capacity development programmes, projects and activities at national, regional and global levels and contributes to implementation, monitoring and evaluation as well as reporting on these initiatives. • Develops and updates training materials for the areas covered in capacity development activities for the use by different stakeholders. • Makes substantive contributions to global/regional/sub-regional/national workshops, seminars, colloquia, and other training events, including proposals concerning agenda topics, possible participants, preparation of documents and presentations, etc. • Assumes other tasks in the area of expertise and in line with capacity development guidance as requested by the supervisor. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Liaises with relevant professional networks and makes relevant external capacity development resources available to DESA. • Establishes and nurtures close relationships with various stakeholders in view of creating partnerships and an active network on the modeling tools and simulation analyses. • Provides inputs for the normative and advocacy functions of the Division based on the capacity development expertise. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Liaises with relevant professional networks and makes relevant external capacity development resources available to DESA. • Establishes and nurtures close relationships with various stakeholders in view of creating partnerships and an active network on the modeling tools and simulation analyses. • Provides inputs for the normative and advocacy functions of the Division based on the capacity development expertise.

Education
Advanced university degree (Master’s degree or equivalent) in economics, environmental sciences, engineering, applied data science, statistics, or related field.

Work Experience
A minimum of ten (10) years of progressively responsible experience in economic research and analysis, in the areas of integrated climate, food and energy systems along with related issues in sustainable development; as well as with fiscal policy instruments for achieving sustainability objectives, is required. At least five (5) years of professional experience should be advisory work in developing countries is required. Experience in international technical cooperation and capacity development is required. Experience cooperating with external networks of supporters and engaging various stakeholders to further develop and implement results is required.
Languages
English and French are the working languages of the UN secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.

This Job Opening refers to a specialized inter-regional adviser position. The initial appointment is for one year. Annual renewal of appointment is subject to endorsement by an internal Departmental Panel on the continued need for the technical specialty depending on updates to DESA’s priorities in the area of capacity development, availability of funds, and satisfactory performance.
