Office/Unit/Project Description 

The External Relations and Communications Section (ERCS) builds and nurtures corporate donor relations, strategically leads the donor resource mobilization efforts and conducts coherent communications efforts to highlight the value of volunteerism for peace and development and the contributions of UNV and UN Volunteers. In the lead-up to the International Year of Volunteers for Sustainable Development in 2026, ERCS further hosts a dedicated secretariat responsible for oversight, planning, design and facilitation of the International Year.

The External Relations team is in charge of leading and coordinating UNV’s resource mobilization across the entire organization and the team is based in Germany (UNV Headquarters), China and Japan.

The Partnerships Development Analyst serves as a corporate focal point and interface in expanding and consolidating UNV’s external relations in Eastern European and Central Asia and spearheading resource mobilization efforts with UNV’s financing partners to mobilize resources, with a strong focus on the Full Funding programme and the Special Voluntary Fund.

Scope of Work

  1. Manage effective and quality external partner relations and coordinate with partners through active engagement in and facilitation of consultations and missions;
  2. Identify national, regional or global events in Eastern Europe and Central Asia that open up opportunities for interaction with and participation of UNV, including in relation to the International Year of Volunteers for Sustainable Development in 2026;
  3. Scan the potential for expanding collaboration with existing external partners to foster further interest in and commitment to UNV’s global agenda;
  4. Identify and assess new partners, negotiate new partnership agreements and provide stewardship and direction of new partnerships, including implementation plans;
  5. Manage existing partnerships and monitor the use of donor funds and alert on any discrepancies for corrective actions for programme/projects implementers, to fulfill UNV’s fiduciary responsibility and accountability to donors;
  6. Provide support in the articulation of funding proposals to cater for donors’ policies and for new strategic priorities to enable effective resource mobilization;
  7. Support the formulation and implementation of marketing plans and associated donor outreach for fundraising, including Special Voluntary Fund and Fully-funded Volunteers;
  8. In collaboration with the Communications team, conceptualize and develop targeted donor communications materials and marketing tools to enable effective partnership-building and resource mobilization for UNV;
  9. Liaise with ROECA team as relevant and support corporate priorities as relevant
  10. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Reporting to the Partnerships Development Specialist, External Relations and Communications Section, the Partnerships Development Analyst is responsible for managing, strengthening, and expanding resource mobilization and partnership-building initiatives with government donors and provides donor coordination support for the Full Funding programme with a specific focus on Europe and Central Asia, guided by UNV’s priorities.

She/he serves as a corporate focal point and interface in expanding and consolidating UNV’s external relations and spearheading resource mobilization efforts with UNV’s financing partners to mobilize resources, with a strong focus on the Full Funding programme and the Special Voluntary Fund in the Eastern Europe and Central Asia Region.

Required Education, Experience, Skills and Competencies

Minimum Education requirements

Advanced University degree (master’s degree or equivalent) in Social Sciences, Political Science, Public or Business Administration, or related fields is requried. Or

A first level University Degree (Bachelor’s degree) in the areas mentioned above in combination with two additional years of qualifying experience will be given a due consideration in lieu of the Advanced University degree.

Minimum years of relevant work experience

Minimum 2 years (with Master’s degree ) or 4 years (with Bachelor’s degree )  of relevant experience, with at least 1 year at an international organization preferably in partnerships and resource mobilization

Required skills

Work experience in multi-stakeholder partnership building/management dealing with public and/or private sectors, with international or intergovernmental organizations.

Desired skills in addition to the competencies covered in the Competencies section

Work experience in Central Asia is a strong asset.

Management of partner relations is an asset.

Field experience is an asset.

Work experience with United Nations is an asset.

Required Language (s): 

Fluency in Russian and English is required.
