JOB DESCRIPTION

Organizational Setting

The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments in developing policies, programmes and projects to achieve food security and nutrition and reduce hunger and malnutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals.

Reporting Lines

Under the overall supervision of the FAO Representative in Egypt (FAOR), technical guidance of the FAO Lead Technical Officer (LTO), the incumbent will work in close collaboration with the relevant technical and program units in FAO’s Regional Office for the Near East and North Africa (RNE) in Cairo and at Headquarters in Rome, international and national consultants of the Project Implementation Unit (PIU).

Technical Focus

Within the framework of the FAO Emergency Centre for Transboundary Animal Disease (ECTAD), under the overall supervision, the functional and administrative supervision of the FAO Representative in Egypt, the technical backstopping of the regional and global project focal points, the direct supervision of the ECTAD Egypt Team Leader, and in collaboration with the ECTAD Egypt team the incumbent cover monitoring and evaluation of ECTAD program, preparing a M&E framework, selecting indicators in close collaboration with the technical team, alerting the program management whenever delays in achieving results are observed and assisting in the preparation of progress and final reports as well as contributing to the formulation of project proposals by ensuring that M&E component is well covered.

Tasks and responsibilities

•    Develop work plan for systematic monitoring and effective tracking of activities implemented under the different projects of the ECTAD unit.
•    Collect and ensure the quality of information required for reporting on project and programme-level indicators Liaise with and backstop ECTAD and FAO Egypt technical officers concerning M&E information provision and validation.
•    Liaise with and backstop ECTAD and FAO Egypt technical officers concerning M&E information provision and validation.
•    Collect and analyse data for responding to ECTAD projects’ M&E plans.
•    Undertake case studies to monitor and generate data on the implementation and impact of ECTAD’s and other FAO’s projects.
•    Retrieve the required supporting documentation (means of verification) for M&E information reported for ECTAD’s different projects.
•    Generate qualitative and quantitative reports for ECTAD’s projects
•    Build the capacities of FAO’s national counterparts on M&E activities
•    Upkeep archiving systems up to date and in line with prescribed standards ECTAD.
•    Conduct M&E trainings for FAO staff as well as for counterpart Ministry colleagues .
•    Develop M&E frameworks and monitoring plans for ECTAD’s and FAO’s projects at national level.
•    Responsible for developing progress and final reports of ECTAD projects
•    Contribute to the development of project concept notes (CNs), proposals and workplans.
•    Responsible for reporting FAO’s annual achievements on the FPMIS and other relevant platforms.
•    Responsible for collecting data on project’s implementation in light of FAO FPMIS, PIRES and COMMIT.
•    Responsible for supporting the M&E system of FAO Egypt projects
•    Support the formulation of FAO Egypt project.
•    Act as the M&E focal point at the UN Resident Coordinator Office.
•    Supporting FAO representation in the UN Project Management Team (PMT) group, when needed.
•    Responsible for managing the communication and work between FAO Egypt and the RCO in relation to the Results Groups.
•    Support the communication with donors, when needed.
•    Perform other related duties as requested by FAO representative and ECTAD Team Leader

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    Consultants should hold an advanced university degree in Monitoring & Evaluation, Agricultural, Economics, Statistics, Project Management or related field from an institution recognized by the International Association of Universities (IAU)/UNESCO. A first level degree with 2 years of additional experience may be considered as equivalent.
•    PSA Subscribers must have the relevant educational background including specific academic or technical qualifications within the required field of expertise in Monitoring & Evaluation, Agricultural, Economics, Statistics, Project Management or related field.
•    A minimum of three years of relevant experience in Monitoring & Evaluation, Statistics and Project Management is required.
•    Working knowledge of Arabic and limited knowledge of English (level B)
