JOB DESCRIPTION

JOB OVERVIEW:

The Client Benefits Specialist will provide services to clients including Cuban/Haitian Entrants (CHEs) and conduct activities related to Refugee Cash Assistance (RCA) programs, funded by the Kentucky Office for Refugees (KOR), and other public benefits for which clients are eligible, funded by the KY Department for Community Based Services (DCBS). The person in this role will represent the IRC and collaborate and coordinate closely with KOR, DCBS, other implementing agencies, local stakeholders and service providers.

MAJOR RESPONSIBILITIES:

Client Services

  • Provide comprehensive and required services to IRC clients enrolling and enrolled in Refugee Cash Assistance (RCA) and other public benefits.
  • Review benefit applications for accuracy and make eligibility determinations, ensuring non-duplication of services.
  • Prepare all enrollment documents and conduct enrollment meetings, ensuring clients understand their rights and responsibilities.
  • Conduct monthly redetermination meetings, to track and plan participation in employment services for the purpose of determining continued eligibility.
  • Prepare the enrollment package on behalf of IRC clients.
  • Prepare and disseminate case closure documentation according to policies.
  • Maintain meticulous documentation and ensure that all deliverables are submitted to KOR and DCBS on time and in compliance with the policies and procedures.
  • Use personal, insured vehicle and/or public transportation (where available) to travel and transport clients and materials as needed throughout the service delivery area.
  • Support benefits enrollment for other programs as directed by the Resettlement Manager.

Coordination

  • Attend all KOR-scheduled meetings to coordinate with key stakeholders, Quarterly Forums, training events and collaboration meetings.
  • Actively engage with KOR, DCBS, and other stakeholders to develop policy and processes, identify ways to improve programs and provide feedback.
  • Communicate resettlement trends, including spikes in scheduled arrivals, to KOR, DCBS, and other providers on a regular basis.
  • Remain current on topics and the context in which RCA benefits are processed, accessed and used, including the Code of Federal Regulations that relate to each of the benefits available through the Kentucky CMA Benefits Program.
  • Other related duties as assigned.

Internal**:** Health and Wellness Specialist**,** Housing team, Caseworkers, Employment team, Operations team; Finance team; other IRC Louisville Program Teams

External**:** Kentucky Office for Refugees, KY Department of Community Based Services

JOB REQUIREMENTS:

  • High school diploma required; bachelor’s degree in social work or a related field, preferred.
  • Relevant professional experience in human services field required; minimum of 2 years’ experience strongly preferred.
  • Fluency in English with strong verbal and written communication skills, required.
  • Fluency in Spanish required.
  • Working knowledge of public assistance programs in Kentucky, preferred.
  • Lived experience as a refugee or immigrant is welcome, and experience working with refugees and/or immigrants preferred
  • Working knowledge of financial management and grant compliance, preferred.
  • Ability to document interactions and services provided accurately and efficiently.
  • Effective time management skills and ability to focus and work productively in a fast-paced environment.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Valid driver’s license and access to a personal, insured vehicle.
  • US work authorization required.

WORKING ENVIRONMENT:

  • A combination of standard office environment and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
