JOB DESCRIPTION

Job Summary:

Directs the activities of the Cost & Pricing department and has full Profit & Loss (P&L) responsibility for the Cost & Pricing activity throughout the organization. Oversees the in-depth review of all assigned Request for Proposals (RFPs), establishing cost and pricing data for proposals, the development of proposal budgets and budget narratives in accordance with RFP requirements and donor compliance, and the preparation of the cost proposal and budget narrative, and the work with subcontractors in relation to budgeting. Guides business development teams through the budgeting process, making sure that team members are educated on the design and structure of budgets.

Accountabilities:

  • Oversees the completion of all cost requirements identified in Request for Proposals (RFP’s) or Request for Applications (RFA’s).
  • Oversees the strategic pricing and price to win function that includes pricing strategy development and support to ensure completion of price to win approaches.
  • Establishes policy and procedures to ensure competitive bids are awarded.
  • Determines strategic workflow processes and sets guidelines for providing historical cost data reporting, investigation of cost structures, pricing of new services or products, and preparation of budget versus actual expense reports.
  • Ensures that cost allocations meet established internal policy, as well as external accounting guidelines.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Provides Senior Management with strategic analyses of organizational pricing models, recommending and raising areas for improvement and/or growth.
  • Performs other duties assigned.

Applied Knowledge & Skills:

  • Well-versed in state and federal laws and regulations that have impact on cost & pricing, general accounting, and management controls.
  • Significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Expert level knowledge and prior experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines.
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.
  • Ability to multi-task, meet deadlines, and accomplish goals.
  • Demonstrated commitment to diversity, equity, and inclusion.
  • Must have excellent diplomatic and negotiation skills.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English.

Education:

  • Master’s Degree or its International Equivalent in Accounting, Business Administration, Finance or Related Field.
  • Certified Public Accountant (CPA) designation preferred.

Experience:

  • Typically requires a minimum of 10+ years related work experience at a corporate or organization level (including 6+ years of managing a cost & pricing unit required).
  • Experience working in a Nongovernmental organization (NGO) preferred.
  • Experienced leader and financial executive with significant experience in government contract finance, preferably in an international.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% – 25%

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $145,000 – $180,000

International hiring ranges will differ based on location.
