Organizational Setting and Reporting Relationship

The position of Advisor is assigned to the Office of the Director General (OPSD) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Deputy Director General (DDG), PSOD, and secondarily report to the Agriculture, Food Nature and Rural Development (AFNR) Sector Senior Director.

Your Role

As an Advisor, you will provide strategic advice to the Director General (DG) of PSOD on different aspects of private sector operations (policies, strategies, transactions, partnerships and programs), specifically, for projects and operations in agribusiness and their implications on PSOD work program and operations. You will also head and lead the Agribusiness Investment Unit (AIT). As part of PSOD’s management team, you may provide strategic inputs, promote best practices, and communicate PSOD’s strategic framework internally and externally.

You will:

a. Advisory Services and Strategic Management

  • Provide strategic guidance to DG, PSOD in developing and implementing plans related to the growth of ADB’s increasing expectations for nonsovereign operations (NSO) including the evaluation of alternatives to enhance strategic staffing resources, strengthen PSOD’s presence outside of ADB Headquarters, and diversification of PSOD’s business.
  • Lead and implement programs to enhance PSOD’s ability to manage and deploy third-party capital alongside NSO transactions in partnership with other developmental finance institutions; and other programs as assigned by DG and/or DDG, PSOD.
  • Lead and develop annual strategic plan for benchmarking the AIT’s targets and accomplishments, ensuring successful delivery.
  • Lead, develop and foster synergetic relationships with agribusiness multinational companies investing in developing member countries (DMCs).
  • Ensure coordination and synergies between NSO and sovereign operations in the AFNR Sector as Sector Management Team member.

b. Project Management

  • Lead the discussions and negotiations with sponsors and financiers to develop and process projects for private sector agribusiness financing, covering debt, equity, guarantees, cofinancing, and technical assistance.
  • Ensure key issues are incorporated in projects and proper risk management is applied.
  • Perform the role of director on the board of ADB’s investee companies representing ADB’s interest.

c. Policy and Project Evaluation

  • Monitor and evaluate the development impact of private sector agribusiness financing projects and programs
  • Draft and review projects, policies and papers related to private sector development and operating issues.
  • Maintain and share best practices, including through high profile events involving stakeholders.

d. Knowledge Sharing and Communication

  • Communicate PSOD’s strategic framework and reform programs internally and externally.
  • Help establish and cascade PSOD’s vision, goals and development strategies to support ADB’s and PSOD’s goals.
  • Provide recommendations on developments, opportunities, and challenges in the area of responsibility.

e. Staff Supervision

  • Head and lead AIT; oversee the activities and performance of HQ and/or outposted staff, providing clear direction and feedback on performance; and ensure the quality of output achievement of goals and ongoing learning and development are on track.
  • Ensure seamless collaboration between outposted staff and HQ-based divisions.

Qualifications

You will need:

  • Master’s degree, or equivalent, in economics, business administration, finance, social sciences or related fields; or University degree combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
  • At least 15 years of relevant experience in agribusiness financing in ADB’s DMCs, including implementing debt and equity transactions
  • Technical and multi-disciplinary competence relevant to the assigned areas
  • Knowledge of emerging areas and best practices (e.g., climate finance, natural capital, blended finance, technical assistance) and recognition by the market as a leasing professional in these fields
  • Proven network of contacts within agribusiness companies, cofinanciers, coinventors, government agencies, development partners, and other participants in agribusiness transactions in ADB’s DMCs
  • Skills to handle managerial/senior level responsibilities with regional/global profit and product center responsibilities
  • Skills to design and implement strategies and business plans successfully
  • Knowledge of development policies and strategies
  • Skills to lead inter-disciplinary teams
  • Proficiency in written and verbal English
  • International experience working in several countries and familiarity with multilateral development banks and NSO

Additional Information

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept the possibility of such changes resulting from the new job grading structure.

This is a fixed term appointment or assignment for senior staff, for a period of three (3 ) years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
