Organizational Setting and Reporting Relationship
The position of Advisor, CSD and Head, Governance and Portfolio Management is assigned in the Office of the Director General (CSOD) within the Corporate Services Department (CSD). You will be based at our Headquarters (HQ) in Manila.
You will report to the Director General, CSD and will manage International Staff, National Staff, and Administrative Staff.
Your Role
As Advisor, CSD and Head, Governance and Portfolio Management and a member of the CSD leadership team, you will provide strategic oversight and leadership in governance, portfolio management, and procurement within the Corporate Services Department. Your role will ensure that all projects align with ADB’s strategic goals, comply with regulatory requirements, and are implemented. You will provide high-level advice and support to the Director General, CSD in carrying out the department’s work program, with focus on governance, portfolio management, and procurement matters.
You will:
- Oversee the implementation of CSD projects and lead the governance and Portfolio Management Office (PMO) in CSD, focusing on CAPEX funded renovation and refurbishment projects at HQ and Field Offices.
- Manage the project portfolio by allocating resources, prioritizing tasks, presenting governance and performance reports to senior management, and providing data-driven recommendations for improvement and opportunities.
- Support Director General, CSD in the oversight of procurement activities within CSD, ensuring compliance with organizational policies, business processes, and best practices. Develop and implement procurement strategies to improve cost-efficiency and quality.
- Work with internal partners, including the legal, compliance, and operations teams, to ensure that all corporate actions comply with relevant laws, regulations, corporate governance standards, and ADB policies.
- Advice on corporate governance principles and develop and implement governance frameworks and policies.
- Implement risk management frameworks to identify and address risks. Conduct regular risk assessments to ensure project success and compliance.
- Oversee the preparation and approval by the Board of Directors of the CSD three-year rolling Work Program and annual budget (CAPEX and Administrative Expense).
- Liaise with the Office of the Vice President of Administration and Corporate Services on CSD matters. Represent CSD in several interdepartmental working groups and task forces supporting ADB-wide projects, as assigned.
- Manage reporting staff, provide clear direction and regular monitoring and feedback on performance, supervise and mentor team members and foster a culture of continuous improvement and professional development.
Qualifications
You will need:
- Master’s degree or equivalent in business management, law, economics, or related fields. Alternatively, a university degree in business management, law, economics, or related fields combined with additional relevant professional experience in similar organization/s may be considered in lieu of master’s degree.
- At least 15 years of relevant professional experience, with at least 5 years’ experience in administrative, governance principles and best practices, and at least 5 years of compliance review and experience working with compliance departments.
- International experience working in several countries.
- Exhibits integrity, accountability, and adherence to ethical principles in all actions.
- Experience managing complex projects and portfolios including management and provision of administrative services.
- Familiarity with multilateral development banks’ capital investment policies, specifically the CAPEX Programs and rolling CAPEX framework, is advantageous.
- Demonstrate analytical and solution finding skills developed in a multicultural business environment with proficiency in organizing and managing time.
- Knowledge with corporate compliance, internal control, and audit processes.
- Perform as a team leader, exercising management, coordination, and planning responsibilities over a versatile unit, and mentor team members.
- Excellent written and verbal communication skills in English and can collaborate with all types of internal and external clients of all levels.

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
This is a fixed term appointment or assignment for senior staff, for a period of three (3) years. This opening is open to internal and external applicants.
If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.
At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment or (b) not renew a fixed term appointment.
Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
