JOB DESCRIPTION

Org. Setting and Reporting
This post is located in the Property Management Section (PMS), Supply Chain Management Service, within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The Logistics Officer will be based in Bangui and will report to the Chief, Centralized Warehouse Section.
Responsibilities
Within delegated authority the Logistics Officer will be responsible for the following duties: • Coordinates and provides logistics support to ongoing air, land, sea, or rail operations in the area. • Identifies, mobilizes resources, implements and reports on special logistics operations. • Provides and coordinates logistics support to military, police, security and substantive components of the mission. • Drafts and coordinates logistics plans and other documents supporting the implementation of logistics operations, as directed by Head of Unit or Section Chief. • Drafts and coordinates inputs to logistics reports, presentations, briefing notes, and other information documents required by the management, including inputs required by the UNHQ. • Liaises and coordinates logistics support with other units within the Mission Support Division, such as transportation, communications, movement control and procurement, and outside MSD with security and substantive offices. • Coordinates logistics requirements with other UN and other organizations in the Mission, and Host Government entities, and liaises and coordinates logistics support with UNHQ. • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Supervises day-to-day activities of each commodity managers who are responsible for accounting of inventories of all Technical Sections • Manage and implement Regional Warehouse Strategy of the Section and leads in establishing Regional Warehouses and maintain close coordination with relevant stakeholders as necessary. • Develops, reviews, monitors and assesses Regional Warehouse Operations, and provide appropriate advice to Regional Warehouse Managers. • Coordinate with Plan and Stock Control Unit to address stock requirements of each Regional Warehouses including inventories discrepancy reconciliation. • Performs warehouse transactions in ERP/SAP system related to warehouse operations. • Reviews open Transfer Orders, Transfer Requests etc. and take timely actions as needed • Performs shipment analysis of all outbound deliveries to regions including consumption patterns of materials to implement push and pull strategy to support regional warehouse operations • Performs as OIC Centralized Warehouse Section during absence of the Chief, Centralized Warehouse Section • Ensures that logistics requirements take account of gender-specific needs. • Performs other tasks assigned by the Chief of the Section

Professionalism: Knowledge of operation and management of a large warehouse consisting of extensive verities of commodities such as construction material, medicine, motor vehicle spare parts, office equipment and general supplies, information and technology equipment etc. amongst others in active and or post conflict environment. Ability to perform various transactions of warehouse operation in an ERP/SAP system and to provide professional technical advice on a broad range of supply chain management areas. Proven knowledge in data analytics, management and producing different types of reports to facilitate decision making process. Proven experience in managing satellite warehouses/Regional Hubs including integrated logistics management. Shows pride in work and in achievements. Education
Advanced university degree (Master’s degree or equivalent) in logistics, business administration, public administration, engineering, or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in surface or air transport, logistics operations in military, commercial or international organizations, or related area is required. At least three (3) years of proven experience of managing a centralized warehouse of an International Organization in a post/active conflict environment with high annual turnover is required. At least five (5) years of proven experience in processing various transactions in ERP/UMOJA system is required including data analysis in Power BI, Advance Excel etc. Experience in drafting reports, policies, and Standard Operating Procedure (SOP) is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of the French is desirable.
