LE CONTEXTE ET L’OBJECTIF DU POSTE: The United Nations World Food Programme (WFP) is the frontline UN agency in the fight against hunger. Since its creation in 1963, WFP staff around the world have worked tirelessly to eradicate hunger. As the world’s largest humanitarian organization, WFP uses food assistance to build pathways to peace, stability and prosperity. With 6 regional bureaux and close to 90 country offices across 6 continents, WFP works with governments, partners, communities and families worldwide to break persistent cycles of hunger and malnutrition, strengthen resilience to shocks, and build sustainable futures. Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition- sensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications and aviation services. Haiti is the poorest country in the Latin America and the Caribbean region and among the poorest in the world. Hunger is tightening its grip as insecurity, violence and deepening economic woes combine with climate-related shocks and other disasters. Haiti has one of the highest levels of food insecurity in the world. The latest Integrated Food Security Phase Classification (IPC) presented in August 2024 reports that nearly half of the population (48 percent) are facing high levels of acute food insecurity, classified in Crisis or worse conditions (IPC Phase 3 or above) between August 2024 and February 2025. This includes 6,000 people experiencing catastrophic levels of hunger and a collapse of their livelihoods, classified in IPC Phase 5 (Catastrophe). Another 2 million people (18 percent of the population analysed) are facing critical levels of acute food insecurity, classified as IPC Phase 4 (Emergency), while 3.4 million people face crisis levels of acute food insecurity, classified as IPC Phase 3 (Crisis). Poor performance of agriculture and heavy dependence on imports also drive food insecurity. This makes the country vulnerable to inflation and price volatility in international markets. These issues have been exacerbated by a series of disasters over the past two decades, including storms, flooding, landslides, drought and earthquakes. WFP has been in Haiti since 1969, supporting Government and partners to respond to emergencies, build sustainable systems to address the root causes of food insecurity and promote resilience. The WFP Haiti Country Office (CO) has defined its strategy to fight hunger in its new Country Strategic Plan (CSP) covering 2024–2028. The CSP covers life-saving humanitarian interventions while also increasing efforts to change lives by building resilience and contributing to the humanitarian–development–peace nexus. This assignment is in the Programme Unit of WFP Haiti CO and the job holder is to report to the Head of Enablers.
RESPONSABILITÉS/OBLIGATIONS : Within delegated authority, the Programme Officer will be responsible for the following duties. A. End-to-end Field Level Agreement (FLA) process management and compliance assurance 1. Leading the end-to-end FLA process management, ensuring all the review, registrations and due-diligence processes have been followed and items are treated on a timely and due quality manner. Ensure the activities of the CPM unit are aligned with the Global Assurance Plan and other corporate requirements.
2. Ensure the SOPs for FLA management are regularly updated/revised to reflect any new changes on corporate guidelines (from FLA drafting to WINGS processes attached to it, inclusive archiving, tracking-tool update, alerts prior to expiring FLAs).
3. Lead the FLA management team (Partnership and Business Support Associates and Assistants) to ensure all the Agreements are prepared correctly and in line with the SOPs, as well as timely registered in WINGS.
4. Ensure standardization of templates, formats, reporting structure, costs allocations.
5. Ensuring timely creation of FLAs in WINGS and quality distribution reports and relevant invoices are timely submitted for the reconciliation against deliveries and payments process (inclusive of CBT reconciliations processes).
6. Tracking the progress of the FLAs in terms of consumptions and alerting technical units (AM/Officers) for expected FLA amendments and adjustments.
7. Coordinate information and reports on partnerships for programme and management briefings taking points reports and Annual Country Reports (ACR). B. Capacity strengthening, technical support, internal quality check
8. Providing guidance to technical units on budget negotiations with CPs. Preparing analysis of various FLA budgets in order to harmonize the process and ensure there are no duplication of costs or double charging
9. Supporting Technical units in circulating Call for Proposals (CFP) to the potential NGOs for proposal submission while ensuring the given timelines. Supporting Technical units in providing feedback to the NGOs on the outcome of their project proposals
10. Providing technical assistance and guidance to the technical units on the CP performance assessments, ensuring timely completion of the process and maintaining a database of the results for review by CPC during FLA extensions and renewal process
11. Participating on CPs performances assessments, spot checks and micro-assessments and audits.
12. Supervise the FLA management team (Partnership and Business Support Associates and Assistants), assess their training needs and provide timely opportunity to develop their skills and capacity and provide clear guidance and support in carrying out their duties
13. Delivering trainings and learning sessions for PU Business Support team and ensure constant technical support and troubleshooting on any corporative platforms relevant for the successful performance of their duties (i.e.: WINGS, ITS, WU tracking platform, Haiti CO tracking tool for CBT reconciliations and for FLA tracking, etc.). Developing required training materials for their future reference and consumption
14. Perform random spot-check on FLA team deliverables and ensure archiving is according to SoP C. Strengthening WFP’s Cooperating Partners’ (CP) capacity
15. Leading on the regular update of WFP Partners ROSTER
16. Leading the definition of “minimum standards” and lighter procedures to access the ROSTER for smaller organizations key to WFP Haiti access strategy
17. Delivering trainings and learning sessions for CPs on budgeting, reporting and compliance to WFP administrative and financial regulation, developing required training materials for their future reference and consumption
18. Delivering trainings and learning sessions for WFP technical units’ staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment and reporting. 19. Leading the process on the UNPP (UN Partners Portal) for the registration, identification and selection of cooperating Partners. Additionally, providing trainings and orientation to other units, Field offices and CPs on the UNPP process
20. Implement any new corporate tools, coordinate with HQ & RBP for the deployment, trainings of staff, and CPs if needed (PartnerConnect).
21. Act as Haiti CO focal point with Regional and Global PU Partnership teams
