JOB DESCRIPTION

The purpose of the HLP Technical Officer is to deliver high-quality information, counseling, legal assistance, and training services within the area of expertise and ensure synergies with other NRC Core Competencies, in particular the NRC Shelter programme. 

Key Tasks and Assignments:

  • Facilitate the provision of information about the HLP rights and entitlements of beneficiaries
  • Facilitate individual and group legal counselling relating to HLP rights during mobile visits and through the hotline
  • Support and mobilize beneficiaries to enabling them to address their legal issues relating to HLP rights independently
  • Provide follow-up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently
  • Conduct trainings on HLP rights and Collaborative Dispute Resolution (CDR) for NRC staff and beneficiaries
  • Contribute to the legal analysis of HLP issues to inform NRC advocacy efforts, evidence-based HLP policy papers, and guide counselling sessions with beneficiaries
  • Contribute to the monitoring and mapping exercises organized and/or participated by NRC
  • Cooperate with relevant NRC core competencies and support units to develop integrated responses to the beneficiarie’s needs
  • Provide specific technical support and capacity building to ICLA Officers
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Contribute to specific protection risks and needs analyses
  • Contribute to designing of protection response to identified risks and needs.

Key Education and Skills Requirements:

  • A university degree in law (LL.B.) from a recognized institution.
  • Enrolment as an Advocate with comprehensive knowledge of housing, and land laws.
  • Proven experience working with displaced populations or vulnerable groups and communities.
  • More than 3 years of relevant working experience.
  • Demonstrable experience in dispute resolution and legal assistance.
  • Fluent in written and spoken English and Bangla.
  • Oral proficiency in Chittagonian and/or Rohingya is preferred.
  • Experience from working with ICLA or similar project implementation position in an NGO/development context
  • Previous experience from working in complex and volatile contexts
  • Excellent computer proficiency, MS Office management.

What we offer:

  • Duty Station: Ukhiya, Cox’s Bazar.
  • Contract duration: 12 months
  • 60% travel, approximately.
  • Grade 06 in NRC’s Salary Scale, with accompanying terms and conditions. NRC offers an excellent compensation and benefits package.
