JOB DESCRIPTION

The Emergency Response Coordinator supports the quality implementation of emergency responses across the NRC Sudan country program, with a particular focus on support to the ECHO-funded rapid response mechanism (RRM). The position supports the Emergency Response Manager with context monitoring and emergency preparedness, emergency response coordination, and project management. The Coordinator will travel to different field locations, including remote and hard-to-reach locations and must be able to perform to a high standard in challenging and insecure conditions. This is a cross-cutting role that works with technical program teams in the areas of WASH, shelter/NFI, protection from violence, education and livelihoods & food security. The Coordinator will also work closely with the partnerships and operational support departments.

This position reports to the Emergency Response Manager and is based in Port Sudan with frequent travel to program sites across Sudan.

Generic responsibilities

  1. Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements, with strict adherence to the Code of Conduct and Child Safeguarding Policies
  2. Implement delegated emergency activities according to proposals, budgets, and work plans, in line with donor requirements.
  3. Prepare periodic status reports and other documents as required by management.
  4. Ensure proper filing of documents.
  5. Create weekly, monthly, and quarterly implementation plans from proposal plans.
  6. Represent NRC and coordinate with local-level stakeholders.
  7. Promote the rights of refugees, IDPs, returnees, and the host community in line with SPHERE Minimum Standards.
  8. Assist with capacity sharing activities.
  9. Promote and share ideas for technical improvement.
  10. Ensure that projects target beneficiaries most in need, explore and assess new and better ways to assist.

Specific responsibilities 

Emergency Monitoring & Preparedness

  • Lead the monitoring and analysis of emergency trends across Sudan, integrating both external and internal data to provide comprehensive updates on NRC Sudan’s emergency triggers, and raise alerts when needed.
  • Oversee the implementation and follow-up of critical emergency preparedness actions identified in bReady, ensuring alignment with NRC’s strategic objectives.
  • Facilitate and coordinate training sessions for partners and NRC staff on emergency-related topics, enhancing overall capacity and preparedness within the emergency response framework.
  • Represent NRC in coordination meetings with local authorities, clusters and NGOs in Sudan and advocate for effective collaboration and resource mobilization.

Emergency Response Management

  • In close coordination with the Area Offices and their emergency team, support and/or oversee rapid needs assessments and ensure results are utilized for actionable recommendations or NRCs response and overall coordination.
  • Provide strategic guidance on response recommendations based on analysis of evidenced needs, ensuring alignment with community priorities.
  • Conduct regular and strategic supportive field visits to monitor progress of NRC and partner activities, providing support and guidance to field teams.
  • Establish and maintain strong communication channels with communities to disseminate information about emergency assessments and responses, while actively seeking feedback in a culturally appropriate manner.
  • Ensure comprehensive documentation and data collection during emergency responses, facilitating accurate reporting and accountability.
  • Lead internal and external coordination with key stakeholders and enhance community mobilization to ensure rapid and effective emergency responses.
  • Support Area Office teams to implement emergency response interventions.
  • Collaborate with technical program leads and the Supply Chain department to ensure effective procurement, pre-positioning, and timely distribution of emergency supplies.

Project Management

  • Oversee the documentation of lessons learned to capture program performance and inform future strategies.
  • Lead the development and review of NRC and partner project documents.
  • Manage the tracking of program procurement and expenses as well as updating project and response workplans.

  • Minimum five years of experience working in humanitarian programs in Sudan.
  • Minimum two years of experience in multi-sector emergency response programming strongly preferred.
  • Bachelor’s degree or higher in a relevant subject is required.
  • Excellent communication skills and ability to work under pressure.
  • High proficiency in written and spoken English required.
  • Willingness and ability to frequently travel across Sudan, including to remote and insecure locations, is required.
  • Knowledge of the local context and dynamics of NRC areas of operations is an advantage.
  • Advanced planning and organizational skills, able to effectively prioritize and follow multiple activities and deadlines simultaneously.
  • Flexible and innovative, able to adapt plans and pivot approaches in response to changes in context.
