The Emergency Response Technical Officer supports the quality implementation of emergency responses across the NRC Sudan country program, with a particular focus on support to the ECHO-funded rapid response mechanism (RRM). The position supports the Emergency Coordinator with context monitoring and emergency preparedness, emergency response coordination, and project management. The Technical Officer will travel to different field locations, including remote and hard-to-reach locations and must be able to perform to a high standard in challenging and insecure conditions. This is a cross-cutting role that works with technical program teams in the areas of WASH, shelter/NFI, protection from violence, education and livelihoods & food security. The Technical Officer will also work closely with the partnerships and operational support departments.
This position reports to the Emergency Coordinator and is based in Port Sudan with frequent travel to program sites across Sudan.
Generic responsibilities
- Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements, with strict adherence to the Code of Conduct and Child Safeguarding Policies
- Implement delegated emergency activities according to proposals, budgets, and work plans, in line with donor requirements.
- Prepare periodic status reports and other documents as required by management.
- Ensure proper filing of documents.
- Create weekly, monthly, and quarterly implementation plans from proposal plans.
- Represent NRC and coordinate with local-level stakeholders.
- Promote the rights of refugees, IDPs, returnees, and the host community in line with SPHERE Minimum Standards.
- Assist with capacity sharing activities.
- Promote and share ideas for technical improvement.
- Ensure that projects target beneficiaries most in need, explore and assess new and better ways to assist.
Specific responsibilities
Emergency Monitoring & Preparedness
- Regularly monitor and report on emergency trends across Sudan. Using both external and internal information/data, provide updates related to NRC Sudan’s emergency triggers, and raise alerts when needed.
- In collaboration with other members of the emergency team, support the implementation and follow-up of key emergency preparedness actions identified in bReady.
- Assist the Emergency Coordinator in providing trainings to partners and NRC staff on emergency-related topics.
- In coordination with the Emergency Response Manager and Coordinator, represent NRC in coordination meetings with local authorities, clusters and NGOs in Sudan.
Emergency Response Management
- Actively participate or lead rapid needs assessments and support drafting basic assessment reports.
- Make response recommendations for NRC and/or partners based on evidenced needs.
- Undertake regular and frequent supportive field visits, and monitor progress of NRC and partner activities.
- Strong communication with communities to disseminate information about emergency assessments and responses and obtain relevant information, including feedback in a culturally appropriate manner.
- Ensure adequate documentation and data collection during emergency responses.
- Support internal and external coordination with key stakeholders as well as community mobilization to enable rapid and effective emergency responses.
- Support Area Office teams when needed to carry out emergency response interventions.
- In collaboration with technical program leads and the Supply Chain department, support the procurement, pre-positioning, and timely distribution of emergency supplies.
Project Management
- Support in the documentation of lessons learned to capture program performance.
- Support the development and review of NRC and partner project documents.
- Support the tracking of program procurement and expenses as well as updating project and response workplans.

- Minimum 3 years of experience of working in humanitarian programs in Sudan.
- Bachelor’s degree or equivalent in a relevant subject strongly preferred.
- Previous experience supporting multi-sector acute emergency responses strongly preferred.
- Experience in cash and voucher-based programming is strongly preferred.
- Knowledge of the local context and dynamics of NRC areas of operations is an advantage.
- Proactive, reliable, and able to work independently in a fast-paced environment.
- Computer literacy in word processing and spreadsheets is required.
- Excellent communication skills and ability to work under pressure.
- Proficiency in written and spoken English required.
- Willingness and ability to frequently travel across Sudan, including to remote and insecure locations, is required.
