Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The United Nations Collaborative Program on Reducing Emissions from Deforestation and Forest Degradation (UN-REDD progam) supports the Government of Indonesia to implement its ambitious Forestry and Other Land-Use (FoLU) Net Sink Plan to 2030, which represents a solid framework and basis for UN-REDD program support to the country. In addition, the programme is also providing dedicated technical support to the Riau Province of Indonesia to receive international jurisdictional-level Results-Based Payments from both public and private sources for high-integrity emission reductions in line with the national/provincial FOLU Net Sink 2030 plans. Riau is one province in Indonesia having tropical rich forests. This province is very committed to implementing low-carbon development (LCD) as stated in the issuance of Governor’s Decree No. 52/2022 concerning the Low Carbon Development Plan. Further, to support the LCD implementation, the Governor of Riau issued Governor Regulation No. KPTS.292/III/2024, dated March 8, 2024, regarding “A Riau team to strengthen landscape-based management to reduce emissions and increase carbon sequestration” (Reducing Emission from Deforestation and Forest Degradation plus (REDD+) Working Group). This regulation provides support for the implementation of Jurisdictional program (JREDD). For Riau, JREDD program serves as a policy tool to achieve its emission reduction target, which is in line with both the National Strategy REDD+ and the FOLU Net Sink 2030. Working as part of the UN-REDD Jakarta team and the broader Asia Pacific team, the consultant will be responsible for technical contribution to the Riau province project titled “Climate Action and Reduction of Emissions for Green Economy in Riau Province”, in short “CARE for Green Riau”, The Specialist will work closely with the Ministry of Environment (MOE) and Ministry of Forestry (MoF)’s senior officials to identify and harmonize project implementation concepts according to GoI priorities. The consultant will: 1. Develop analysis and strategy for a REDD+ architecture in Riau Province. The work will cover but not limited to:. • Advise on content for consultation meetings and joint Focused Group Discussions (FGD) with relevant stakeholders. • Organize consultation meetings development partners and international finance institutions (IFIs). • Develop the Jurisdiction program (JREDD) governance and theory of change and develop parameters for project selection. • Liaise results and concepts with the MoE, MoF, Indonesia Environment Fund (IEF), Monitoring, Reporting and Verification (MRV) team and other key partners through an effective communication channel to collect feedback and achieve consensus on UNEP-proposed Result-Based Payment (RBP). • Identify any project related to livelihood, restoration, and protection programs and can contribute to JREDD. • Support the facilitation of multi-stakeholder consultation meetings on RBP’s Emission Reduction Program Development (ERPD) outline. 2. Strategic document to ensure the alignment between national carbon policies including international practices and strategies with jurisdiction program approach. • Identify any issues and challenges on carbon pricing policy and international carbon pricing. • Organize subject matter meeting with national MRV team and Mutual Recognition Agreement (MRA) panel team. 3. Strategic technical presentation to IEF, MoE and MoF delivered including cross-level engagement with key-stakeholders for methodology and National or International Registry System. • Identify gaps between national and international methodologies. • Consult with MoE to solicit input about the use of the new methodology/standard in Riau. 4. Technical advice on integrating private sector into the JREDD program including social forestry program. • Analyse the use of the nesting concept in the JREDD program in Riau. • Consult with MoEF for advice on nesting in the JREDD program in Riau. 5. Lessons learned shared from REDD+ project in Indonesia. • Identify challenges/issued FCPF and BioCF encountered that have the potential to emerge in Riau. • Organize Focused Group Discussions with key stakeholders. • Provide recommendations for JREDD program improvement in Riau.
Qualifications/special skills
Education: • An advanced university degree, preferably in environment and natural resource management, energy policy, international development, economics, or a related field; or the equivalent combination of education and work experience is required. • A first-level university degree level in the above-mentioned fields, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree. Experience: • A minimum of 5 (five) years of experience, preferably in a combination of related fields such as climate finance and green investment; climate and green growth; energy and project management; trust fund management; public-private partnership; and development, is required. • Experience in researching and drafting the technical content of proposals to climate funds or similar multilateral funds is desirable. • A proven track record on multi-sectoral and cross-institutional collaboration, including with representatives of government and non-government partners, is desirable. Skills: • Good analytical and problem-solving skills. • Fully proficient computer skills and use of relevant software and other applications. • Exceptional analytical and writing skills. • Results-oriented, articulate analyst with attention to details. • Strong interpersonal, cross-cultural, and team player skills, with a capacity to work effectively on an independent basis. • Excellent communication skills and a persuasive communicator.

• English and French are the working languages of the United Nations Secretariat. • For this consulting position, fluency in oral and written English and Bahasa is required.
