We are recruiting a Senior HR Efficiency and Systems Coherence Officer , for an initial period of 1 year including a 3 month probation period. The assigned location will be Addis Ababa, Ethiopia. The Senior Recruitment Projects Officer at the P3 level shall ensure effective human resources management and foster HR systems coherence within the AU’s systems.
African Union
The African Union (AU), established in 2002 as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

Specific Responsibilities
- Support for Policy, Process, and Procedure Development
- Provide technical support in reviewing and analyzing existing HR policies, guidelines, and practices to identify areas for improvement, offering recommendations to the Director of Human Resources Management.
- Advise on the development of quality assurance mechanisms to ensure adherence to HR policies and standards across the organization.
- Support the streamlining of HR processes and procedures, providing advisory input to improve effectiveness in key areas such as operations, recruitment, performance management, talent development, and staff retention.
- Technical Support for Systems-Wide Coherence
- Assist in aligning HR strategies and practices with organizational goals by collaborating with relevant departments and divisions.
- Provide technical guidance to promote coordination and collaboration among AU entities, ensuring consistency in HR policies, procedures, and practices.
- Facilitate the exchange of best practices and knowledge sharing among AU entities to strengthen HR management coherence across the organization.
- Advisory on Benchmarking and Best Practices
- Conduct benchmarking exercises to compare AU’s HR practices with international standards and provide recommendations for improvement.
- Advise on the identification and integration of best practices in HR management to enhance operational efficiency.
- Use data-driven insights to support HR decision-making, aligning strategies with global trends and ensuring the organization remains competitive.
- Promotion of Data Accessibility and Integration
- Support the establishment of a culture of data accessibility, integration, and sharing within the AU HR community, ensuring informed decision-making and operational efficiency.
- Support for HR Audits and Compliance
- Assist in conducting regular HR audits to assess the effectiveness of policies and procedures, providing advisory input on areas for improvement.
- Ensure compliance with AU policies, HR best practices, and international labor regulations, offering recommendations for corrective actions where gaps are identified.
- Project Management Support, Advisory and Budget Support
- Provide technical assistance in the management of HR-related projects, including the development and refinement of HR manuals for various AU departments.
- Support cross-functional teams in delivering key HR initiatives, such as policy harmonization, talent management frameworks, and secondment programs, ensuring alignment with organizational priorities.
- Work closely with HR Business Partners (HRBP) to provide technical advice on improving their activities, helping to enhance efficiency and effectiveness in their roles.
- Assist the HR Controller in the preparation and management of the HR department’s budget by providing advisory support and ensuring alignment with strategic objectives.
Required Skills and Experience
- Education and Work Experience
- Master’s degree in human resources management, business administration, organizational development, or a related field is required.
- A first-level or advanced degree (Bachelor’s, Master’s, or Doctorate degree, or equivalent) in any field of study with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of study with minimum five (5) years of postgraduate work experience.

- Excellent communication and presentation skills in English and French.
- Proficiency in HR management systems and software.
- Language Requirement
- Proficiency in the mission language English. Knowledge of other AU working languages would be an added advantage (Arabic, French, Spanish or Portuguese).

Remuneration
The salary attached to the position is set at P3, Step 5 inclusive of all allowances for internationally recruited staff.
