Nature of the consultancy: Category A Consultancy
Under the overall supervision of the Chief of Mission and the Data and Analytics Programme Manager, with the direct supervision of the Assessment and Data Coordination Officer, the Consultant will be responsible for supporting IOM Ukraine’s Data & Analytics team in increasing evidence uptake humanitarian and recovery decision-making, both internally to IOM Program teams and externally. This includes preparing thematic briefs and supporting the Data Coordination pillar within Data & Analytics through research design, questionnaire development, analysis and reporting, and relevant coordination with external stakeholders
Project Context and Scope
The Consultant will be involved in project design, questionnaire development, stakeholder management, data processing and analysis, preparation of analytical reports, and thematic briefs. The Сonsultant will also contribute to supporting the programme with coordination and materials for stakeholder consultations and dissemination events relevant to evidence-based humanitarian, durable solutions and recovery focused programming and policy. The Consultant will contribute to outputs from multiple assessments, supporting contextual analyses, triangulation efforts, and increased use of relevant data by IOM Ukraine programme teams and other response partners.

Performance indicators for the evaluation of results
- Analytical Reporting and Thematic Briefs: Prepare analytical reports and thematic briefs based on the findings of the assessments, taking a lead on some thematic briefs. This includes synthesizing and interpreting data to provide meaningful insights for programmatic decision-making.
- Creation of Reporting Templates: Support the D&A Reporting team in designing and producing reporting templates that meet the needs of partners and other external actors.
- Project Design: Collaborate with the Data & Analytics Unit and relevant program teams to contribute to project design related to assessments. This involves providing input into the overall structure, objectives, and methodologies of the assessments.
- Questionnaire Development: Support in the development of questionnaires for ad-hoc assessments. This includes working closely with relevant teams to ensure that questionnaires align with project goals and objectives.
- Ad-Hoc Assessments Coordination: Facilitate research run by the Data & Analytics Unit to support program teams within IOM Ukraine and external stakeholders. This includes collecting regular updates on project progress and disseminating to the relevant stakeholders involved.
- Review and Analysis of Relevant Data: Provide support to the Data and Analytics unit in the review of IOM-DTM and partners’ data, compilation, and analysis from the ad-hoc and regular assessments in order to faciliatate data utilization.
- Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
- Timely delivery of analytical tasks assigned.
- Effective engagement with clusters and partners throughout the consultancy in service of the broad consultative process for the deliverables.
Education
- Master’s Degree in Social Science, Public Administration, Public Policy, Economics, or related field from an accredited academic institution with at least 3 years of relevant professional work experience;OR Bachelor’s Degree with at least 5 years of relevant professional work experience.
- Experience working with international organizations, preferably in the context of humanitarian and/or early recovery response are required.
Experience and skills
- Proven record of active engagement within cluster coordination structures or other forums of the humanitarian architecture is required.
- Familiarity with the quantitative and qualitative research methods in the humanitarian settings.
- Experience in delivering capacity building in the spheres of applied research or analysis, including humanitarian planning will be considered an advantage.
- Excellent writing and analytical skills are required.
- Knowledge on the context of Ukraine is desirable but not required.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

- Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.

IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
