Introduction

UNDP Vietnam is looking for a qualified National Expert on Water and Agriculture to support the formulation of a GCF SAP Project on Strengthening Climate Services for resilient development in Viet Nam (SCSV).

Estimated number of working days: 35 days from 20 December 2024 to 30 September 2025.

Duty station: Home-Based

Expected places of travel: No travel is foreseen. If any travel is required, the costs will be covered by UNDP based on UN – EU guidelines for financing of locat costs in cooperation development with Viet Nam.

Climate change is occurring at an accelerated pace globally, regionally, and in Viet Nam. It has led to increasingly erratic weather patterns, higher frequency and intensity of extreme events, and significant negative impacts on socio-economic development, the environment, ecosystems, and livelihoods. In Viet Nam, climate change poses serious challenges to agriculture, water resources, and food security, particularly in the South-Central Coast and Central Highlands regions. These regions, characterized by agricultural production reliant on water resources, face prolonged dry seasons with high temperatures and little rainfall, severely affecting water resources and agricultural productivity. This situation threatens food and water security, especially as rising average temperatures, decreased rainfall in certain areas, and unpredictable extreme weather events exacerbate these issues.

The National Expert on Water and Agriculture shall analyze the utilization of climate information in water and agriculture sectors; propose solutions for effective use of water resources in the agriculture sector and contextualized solutions to enhance climate services in these sectors; and contribute technically to the CN. Specifically, the expert shall be responsible for:

  • Evaluating climate risks on water resources, agriculture, irrigation, food, and water security in the target regions, considering seasonal and interannual variability, identifying areas prone to water scarcity, flooding, or degradation due to climate impacts;
  • Analyzing current integration of climate information in sectoral planning and programs to support the development of a context-reflective preliminary baseline;
  • Proposing sector-specific climate adaptation strategies and recommending actions for better climate information use; and
  • Supporting with drafting and finalizing the CN, with technical input, to the baseline (B1), project description (B2), expected project results (B3), engagement among the NDA, AE (MONRE, MARD, etc.), and other stakeholders (B4), as well as financing structure (C1), justification for GCF funding (C2), and the project’s sustainability and replicability (C3), as required by the Team Leader.
