Description

Navigation Signal End-to-End Engineer in the Galileo First Generation Signal-in-Space Engineering Unit, Galileo System Engineering Service, Galileo Programme Office, Galileo and EGNOS Programme Department, Directorate of Navigation.

The Unit is in charge of all Signal-in-Space (SIS) and navigation performance engineering activities for Galileo.
Reporting to the Head of the Galileo First Generation Signal-in-Space Engineering Unit, you will be responsible for tasks relating to Signal-in-Space (UNCLA and CLA (up to PRS-NAV)) for Galileo First Generation to reach Full Operational Capability (FOC), as well as for Galileo Second Generation SIS design, implementation and verification.

You will ensure that the current Galileo SIS is maintained to meet the established commitments toward the global user community, among others, through the SDD, and that the next-generation Galileo SIS achieves as-designed performance and capabilities.

Duties

Your tasks and responsibilities will include:

SIS engineering:

  • Conduct SIS engineering for ranging and data dissemination signals for non-PRS and PRS (up to and including PRS-NAV) signals for all Galileo services, including their evolution:
    • Open Service (OS), including its new message elements (Integrity Support Message (ISM), Timing Service Monitoring (TSM), Emergency Warning Satellite Service (EWSS) and Remote Beacon Activation (RBA));
    • OS-Navigation Message Authentication (OS-NMA), OS Authentication (OS-A) and Signal Authentication Service (SAS);
    • G1 and G2 High Accuracy Service (HAS);
    • Public Regulated Service (PRS) and its improvements;
  • Derive SIS requirements, ensuring the maintenance of the corresponding justification files, tracing to mission and system requirements and establishing SIS synthesis files and concept of operations documents that provide guidance for the implementation and exploitation of the SIS at user level;
  • Ensure full backward compatibility for all Galileo ranging and data dissemination signals, including the supervision of test campaigns with actual Galileo-capable chipsets and devices in a controlled lab environment;
  • Oversee the implementation of Galileo signals in second-generation test user receivers and provide the necessary guidance to the Test User Receiver Team;
  • Contribute to the definition of the SIS evolution for Galileo beyond the current G2G SIS baseline in support of future procurement activities, including consideration of additional input from mission level as well as feedback/lessons learned from segment and receiver implementation;
  • Contribute to the SIS engineering activities conducted under the ESA Future Navigation programme.

technical requirement management:

  • Control and maintain all Galileo SIS ICDs (project SIS ICD and test user SIS ICDs) in UNCLA and CLA, up to and including PRS-NAV, for G1 and G2, in order to preserve the consistency of all Galileo SIS ICDs, among other things;
  • Oversee the generation of DCNs and their implementation in the corresponding SIS ICDs;
  • Maintain and update as needed the traceability of SIS ICD requirements to system and mission requirements;
  • Evaluate RFx/NCRs, identify their impact at system level and contribute to their disposition at EB.

SIS verification:

  • Execute SIS quality and verification activities at modelling level and in the framework of RFCT, SCTC, IOT and IOV campaigns, and contribute to the definition of test plans for such campaigns;
  • Provide, in close coordination with the AIV Team, input for the definition of test matrices, test plans and RVMs and support the credit collection and VCB process.

coordination activities:

  • Contribute to the coordination of G2 SETA industry support;
  • Interface with the European Commission (EC), the European Union Agency for the Space Programme (EUSPA) and EU Member States on SIS matters.

Technical competencies

Education

A master’s degree in aerospace or electrical engineering, mathematics or physics is required for this post.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
