JOB DESCRIPTION

  1. Role and responsibilities

The purpose of Finance Officer is day to day support and guidance to area/field offices on technical issues, provision of trainings and information sharing, monitoring of implementation of minimum standards in NRC Jijiga area office.

Generic Responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Implement financial systems and procedures according to Financial Handbook and other NRC policies and delegated support function portfolio according to plan of action at area level
  2. Prepare bank accounts and cashbox reconciliations
  3. Verify that vouchers and supporting documents meet NRC standards before payment
  4. Ensure timely payment of staff salaries, contractors, suppliers and other expenditures
  5. Ensure sufficient cash in the bank and in the cash boxes
  6. Prepare and develop status reports as required by management, monthly financial reports (when requested) and send all relevant documents to country office
  7. Ensure scanning and filing of all financial documents according to NRC standards
  8. Supervise, train and develop financial staff.
  9. Support program staff in financial matters
  10. Promote and share ideas for improvement of the support function

Specific Responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Responsible for managing monthly financial statements of the Area office
  • Ensure that all payment requests are properly documented, verified and authorized before payments are made.
  • Control that supporting documentation of all cash transactions are valid and report to the Finance Coordinator in case of insufficient documentation
  • Issue payment vouchers and ensure that all payments have the correct project and account codes
  • Posting and rebooking financial transactions into Agresso system [NRC’s financial software]
  • Track, with Area Manager spending versus budgets via Agresso Budget Monitoring tool (BvA) 
  • Keep track and record all cash advances and ensure all advances are accounted for within the set guidelines [with some flexibility with good justification]
  • In close coordination with Programme Managers/Coordinators, prepare the monthly cash forecast/ cash request to country office, for all projects to ensure cash flow in the Area office
  • Process payments directly to suppliers, other vendors and other agencies.
  • Assist Line Manager and Area Manager as per requested

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Area Manager/ Finance Manager/ procurement Coordinator
  • Programme/ Project Managers/ Project Coordinators
  • Country Finance Team, Jijiga area office Support Team
  • Other programme staffs in area level
  • External agencies, local suppliers, contractors, house owners, service providers

  • Experience from working as a Finance Officer in the humanitarian or development sector, or in the private sector or with a local NGO
  • Previous experience working in Somali Region Context is a bonus
  • Documented results related to the position’s responsibilities
  • Professional knowledge of auditing is a bonus but not essential
  • Good working knowledge of English is required
  1. Academic and Professional Qualifications
  • Bachelor’s degree in accounting and finance
  • Minimum of Three years of experience working as a Finance officer in a humanitarian/recovery/emergency context
  • Previous experience from working in complex and volatile contexts
  • Computer skills (Common Microsoft Windows and Office applications);
  • Excellent interpersonal and communication skills.
  • Ability to organize and prioritize work.
  • Ability to work under pressure and meet deadlines.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in both spoken and written English.
  • Able to use policies and procedures to solve problems, and be proactive in bringing ideas and solutions
  • Able to maintain good relations with colleagues and suppliers, even in difficult circumstances, always maintaining professionalism when representing NRC
  • Keen to work in a busy environment, and take pride in working hard and achieving result
