Office/Unit/Project Description
Since the full-scale military aggression by Russian forces in February 2022 (hereafter, the “war”), Ukraine has been facing unprecedented threats to human security
thousands of women, men, and children have lost their lives, all sorts of life-line infrastructures have been destroyed, and millions of people have been forced to leave their homes. There are no prospects for a ceasefire or peace in near future and the negative impacts of the war in Ukraine have been spreading to global peace and security.
To maximise positive results for transformational recovery under the recovery framework of UNDP Ukraine, UNDP Country Office (CO) in Ukraine has been implementing multi-sectoral projects and programmes, focusing on the 6 priority thematic areas for the project outputs, based on the three principles of human security, namely, 1) infrastructure restoration; 2) mine action & victim assistance; 3) debris removal and recycling; 4) Economic revitalization; 5) government Recovery Coordination and 6) access to justice and human rights, among other social and economic supports for recovery.
To maintain and strengthen partnerships for these programmes and projects, effective communications and public relations on the activity progress and results is critical for donor partners, project counterparts as well as the general public in Ukraine. UNDP is also integrating communication efforts into the project activities to promote policy advocacy for UNDP’s development agenda. To this end, UNDP seeks for qualified personnel for the position of Communications Clerk to assist the CO projects in the design, management and implementation of the Country Office communications and publication strategies.
The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
Scope of Work
Supports the Communication and Outreach in the project:
- Support adequate and positive communication of the Project’s highlights and success stories.
- Support the process of promotion, advocate and awareness raising around the project activities, results, flagship initiatives through a variety of communication means, such as roundtable discussions, press conferences, briefing sessions, interviews, report launches, etc.
- Provide inputs to personnel on identification of storylines for publications, and articles on achievements and progress of the Project and activities.
- Support public messaging and media outreach. Provide inputs for briefing materials, talking points, and op-eds, as requested.
- Assist in translation, adaptation, or rewriting of information received for the local context. Support in preparation of relevant background documents and organization of donor and corporate missions, as well as organization of audio-visual and media coverage of the Project activities and achievements.
- Ensure that a library of reference materials, such as communications tools, booklets and photographs of project activities, is established, regularly updated, and documented in a way that is easy for retrieval.
- Brief the Project Manager regularly on ongoing communications and outreach activities, and support coordinating efforts to follow up on identified communications/outreach needs, and potential opportunities for improving the Project’s visibility.
- Keep a database of contacts of various individuals, groups, and organizations, whose support is essential to the achievement of communication objectives.
Content Creation and Dissemination:
- Support in gathering required inputs and information required for production of relevant publications, as well as support dissemination of these publications and resources among Project’s main stakeholders.
- Support coordination with relevant units and personnel to ensure that the Project’s achievements are communicated to the relevant stakeholders in an effective and timely manner.
- Support in drafting and publishing of proper messages for UNDP website and social networks, in a timely manner, reflecting UNDP’s corporate branding and visibility and stakeholder/partner branding requirements.
- Support developing and designing thematic information, and communications/outreach materials for the Project to ensure their good quality.
- Support with identification of and reporting on best practices and lessons learned for the Project.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under the guidance from the Project Manager and in close collaboration with Country Office communications unit,
Communications Clerk will be responsible for the support in formulation and implementation of internal and external communications/outreach activities for the Project.

Minimum Qualifications of the Successful NPSA
