Description of the Assignment:

the National Expert will identify and compile a comprehensive list of key domestic levers (key policy, regulatory, financial, and institutional mechanisms within the domestic context) that can support the issuance of SDG bonds by target governments in BiH. Secondly, the National Expert will collect, organise, and structure a comprehensive data required for the development of the Feasibility Study. Thirdly, the National Expert will be providing support to the Lead Expert (and Working group) in the identification and development of a pipelines of green and social projects that align with SDGs priorities (identified in the SDG FF) and are ready for financing through SDG bonds. Lastly, the National Expert (under the methodological guidance of the Lead Expert) will prepare a practical Impact Manual (which should be usable in FBiH and RS respectively) that will serve as a guide for monitoring, reporting, and verifying the impacts of the green and social projects financed through SDG Bonds.

He/she will also support the Lead expert in liaising with ministries of finance and other relevant ministries/ institutions within FBiH and RS and will be responsible for the identification of high-level Key Performance Indicators (KPIs), establishing sustainability Performance Targets (SPTs), data collection and exchange, coordination and (orientational) capacity development for formulation and implementation of the SDG Bond Framework (that will be prepared by Lead Expert, with support of National Expert and in full collaboration with the government working group).

The National Expert will also provide support in the identification of eligible budget items, setting up the systemic approach for data collection and impact measurement, reporting and verification (MRV) on the use of proceeds from SDG Bonds. National Expert will be directly responsible for data collection, analysis and compilation in a specified format tailored to FBiH and RS. The National Expert will be supporting the Lead Expert in setting up the SDG bond frameworks, the project selection process, the Impact assessment and monitoring framework, ensuring alignment with green and sustainability principles, SDG Impact Standards, supporting the development of the impact report system, drafting impact report templates and providing building capacity to target governments partner involved, to prepare them for the future impact reporting.

Period of assignment/services (if applicable): December 2024 – June 2025
