Background:

UN Women’s India Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women India CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.
Under the overall guidance and direction of the Deputy Representative, the programme specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under the Gender Based Violence (GBV) and Ending Violence Against Women (EVAW) portfolio. They work in close collaboration with the programme and operations team, UN Women Regional and HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio. This will ensure GBV is mainstreamed across all thematic portfolios and within resource mobilization, M&E, learning and intergovernmental processes.
There will be part of a cross-cutting team overseen by the Country Representative, to ensure coordination across all aspects of the ICO including operations and programmes.
Provision of quality advisory and programme development services around EVAW:
- Thorough analysis and research of the political, social and economic situation in the country related to Gender Based Violence (GBV) and preparation of substantive inputs to the UN Women country office programme planning for EVAW.
- Constant monitoring and analysis of the programme environment, timely advise on readjustment of programme interventions.
- Identification of areas for support and interventions within GBV.
- Design and formulation of programme initiatives translating UN Women’s priorities into local interventions on GBV.
- Provision of programme advisory support to the Office Management.
Provision of technical expertise to India Country Office (CO) for effective programme design, development and implementation
- Under the guidance and oversight of the deputy country rep, exercise overall responsibility for provision of technical assistance and capacity development of programme teams in planning, implementation, management, and coordination aspects of the programmes/projects on ending violence against women.
- Ensure effective application of RBM tools and monitoring achievement of results.
- Ensure technical soundness and feasibility of on-going programmes/projects on EVAW through technical monitoring and administrative and financial supervision ensuring the proper application of a monitoring system to track progress on program results and indicators.
- Lead programme development and implementation according to results-based management requirements.
- Coordinate and supervise the activities of programme staff, projects staff, experts and consultants working as part of the technical assistance team, as needed.
- Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents.
- Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners.
- Conduct field visits to supervise, coordinate, provide advice and monitor field level activities of portfolio.
- Coordination and support on EVAW throughout the India CO’s operations and programmes.
Strategic partnerships and resource mobilization with relevant stakeholders e.g – think tanks, donors, Civil Society:
- Implement the Office partnerships and resources mobilization strategies to achieve programme outcomes within EVAW.
- Create and coordinate partnerships with the relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, academia, etc.
- Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities.
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
- Follow up on resource mobilization activities for fund raising for new projects in coordination with the UN Women Deputy Representative.
- Participate in UN System processes to ensure EVAW is mainstreamed.
Advocacy support and facilitation of knowledge building and management:
- Support the establishment of advocacy networks at national level and linkages to international networks related to EVAW and GBV.
- Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners.
- Identify and synthesis best practices and lessons learnt directly linked to programme country policy goals in the sectorial/thematic areas assigned.
- Identify opportunity with Regional Office other UNW Country Offices for knowledge exchange through focused intervention on EVAW.
- Proactively contribute to knowledge networks and communities of practice.
- Development of high-quality training modules for internal and external stakeholders.
- Development and design of high-quality knowledge and communications products.
- Designing products for the LMS platform.
- Oversight on research to understand EVAW within India.
- Lead the 16 Days of Activism and ongoing EVAW campaign, across agencies.
Impact of Results:
The post has an impact on the overall effectiveness and success of UN Women interventions and activities in EVAW and GBV, which impact in turn on the overall effectiveness of the UN Women programme in the CO. By helping ensure effective design, planning, implementation, and M&E of assigned sectorial/thematic areas on EVAW, and building networks and helping mobilize resources for these areas, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact at national and sub national level and wide range of stakeholder in government, civil society, private sector and others.

Functional Competencies:
- Strong knowledge and experience related to current policies and practices in the fields of gender equality, ending violence against women and gender-based violence.
- Ability to interact with donors, identify and analyze trends, opportunities and threats to fundraising.
- Ability to perform qualitative and quantitative policy research and ability to advocate and provide policy advice.
- Ability to write policy papers, speeches, briefings and develop training packages.

Education:
- Master’s degree in International Development, Gender, Human Rights, Applied Anthropology, or in other related Social Sciences.
Experience:
- Minimum 5 years of progressively responsible experience in designing and managing GBV programmes
- Experience in policy analysis and strategic planning is required
- Experience working with, and building partnerships with governments, donors, and civil society organisations and in the field is required
- Strong experience of working in the GBV and EVAW sector.
- Experience leading and coaching staff
- Experience working in the UN is desirable.
- Experience in the usage of computers and office software package packages (MS Word, Excel, etc) and spreadsheet and database packages, experience in handling of web-based management systems is required.
Language Requirements:
- Fluency in English and Hindi is required.
- Working knowledge of other Indian languages will be an asset.
