JOB DESCRIPTION

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Humanitarian Mine Action (HMA) Officer in Mykolaiv.

About the job

Humanitarian Mine Action (HMA) Officer will support the program implemented by Humanitarian Disarmament and Peacebuilding (HDP) team in Mykolaiv performing a range of tasks including writing and translating official letters, collacting input and case studies from HDP managers and team leaders for donor reports, support with drafting communications materials and supporting HDP staff with administrative tasks. The role will require some travel to field locations.

Your main duties and responsibilities will be:

  • Support to integrated needs assessments and design of new integrated projects: Support the Techical Field Manager (TFM) maintaining awareness about HDP needs and capacities in the Hromadas where DRC operates/ plan to operate and liaise with Area Program Manager (APM) to ensure HDP components are included in multi sectoral geographical needs assessments and improve the quality of implementation.
  • Support the project initiation at the area level: Ensure TFM/ HDP Supervisors update the Implementation Plans and budgets to reflect clear and realistic plans for project implementation and forecasting. Liaise with the TFM and APM to flag any challenge with or lack of Procedures.
  • Support to the project implementation at area level: Support HDP colleagues in updating Implementation Plans and budgets on a regular basis. Collate input from HMA Management regarding spending and budget needs and input it into internal templates. Support TFM in preparing and producing high-quality reports. Coordinate with the APM on any support needed.
  • Support the project closure at area level: Support the TFM/HDP preparing for project closure, in line with the Project Management guide and internal Standard Operation Procedures requirement.

HDP Mykolaiv Programme Support

  • Provide operational support to the HDP Area Technical Field Manager and HDP Supervisors, ensuring all HDP operations are supported within DRC guidelines and Standard Operation Procedures (SOPs).
  • Support the Mykolaiv HMA Technical Staff with the paperwork required to obtain permissions for mine action activities. Translation and interpretation in both Ukrainian and English.
  • Attend internal and external HDP meetings, as required.

Logistics and administration support to Mykolaiv HDP team

  • Support the HDP program team with logistics and procurement by making use of DRC internal forms and templates, as well as DRC’s internal platform (Dynamics)
  • Support with travel documents for all staff (order requests, travel reports)

Perform other tasks as requested by the HMA Technical Field Manager and/or Area Programme Manager (APM).

About you

To be successful in this role we expect you to demonstrate proactivity HMA process and the ability to efficiently support teams by respecting core competencies of DRC. You are expected to correctly monitor compiling of HMA documentation and reporting system of DRC HDP sector. You are expected to undergo DRC training courses that will enable you to demonstrate understanding of DRC guidelines and procedures. Moreover, we also expect the following:

Required/Essential

  • Minimum 2 years of practical experience in an admin and local government liaison role;
  • Excellent skills in MS Office Applications, such as Word, Excel, and PowerPoint;
  • Advanced profiency written skills in English and Ukrainian;
  • Time management and organizational skills.

Desirable

  • Knowledge of the Mine Action sector in Ukraine;
  • Knowledge of Project Cycle Management processes and tools;
  • Experience in humanitarian NGO;
  • Knowledge of Ukrainian national legislation and accountancy.
