Duties and Responsibilities
The Initiative for Climate Action Transparency (ICAT) is a neutral, multi-donor fund administered by the United Nations Office for Project Services (UNOPS), governed by a Donor Oversight Committee and supported by an Advisory Committee. The UNEP-Copenhagen Climate Centre (UNEP-CCC) is an implementing partner of the ICAT initiative, and also works with UNOPS for the implementation of ICAT projects in several countries, including the Kingdom of Morocco. The initiative for Climate Action Transparency (ICAT) aims to help governments build capacity to measure the effects of their policies and report progress publicly, thus fostering greater transparency, effectiveness, trust and ambition in climate policies worldwide. This initiative is piloted with 20 developing countries. The overall objective of ICAT is to support the implementation of domestic monitoring, reporting and verifications (MRV) efforts and goals through country-specific capacity building programs of national stakeholders, provide training on MRV concepts, methods, and tools, including iterative testing and application of ICAT Guide, continued observation of future UNFCCC transparency requirements and development of a road map to sustain ICAT outcomes. The development objective of this consultancy is to support in Morocco’s goals to enhance the country’s transparency and accountability in reporting greenhouse gas emissions and mitigation actions, through the establishment of a functioning regional MRV system. The project seeks to strengthen the institutional and technical capacities of government agencies, civil society organizations, and the private sector to produce accurate and reliable data on emissions and mitigation actions, which can then be used to inform policy development and decision-making. Additionally, the project aims to promote public participation and awareness on climate change issues, and to contribute to the global effort to mitigate climate change. As indicated in the agreed activities to carry out this work in the original ICAT project, this work requires intensive interactions at the local level, including on-site interviews in French and Arabic, and data exchanges with several key referrers linked to existing climate data on mitigation or adaptation in operation in Morocco. Furthermore, given the reduced time available to carry out this work, prior experience in the characteristics and handling of climate change data from Morocco and the structures surrounding measuring and reporting (all of which are in French or in Arabic). Immediate objectives The project aims at updating the current PTRC of Morocco, to then set up a functioning MRV platform, accompanied by a suitable transparency framework. Additional objectives will include capacity building and communication with relevant regional, national and international actors about the outcomes of the project. Outputs: The Expert will work in close collaboration with the ICAT Morocco expert and the representatives in the Souss-Massa region to prepare the deliverables and outcomes specified under the ICAT Morocco project. Duties and responsibilities are further described here. ● Update the Souss-Massa region’s PTRC to align it with the revised Moroccan NDC and include all sectors. ● Complete the implementation of a monitoring and evaluation system for the MTRP within the existing MRV platform. Activities: The specific activities will be the following. Qualifications/special skills
A master’s degree or equivalent in engineering, social sciences, public policy, environment, economics, climate change or a related discipline is required. A minimum of 10 years of experience in the field of climate change, including GHG emissions accounting, climate action planning for GHG emissions mitigation and transparency system (MRV) implementation, at national, sub-national and local levels. The Expert must have completed at least 4 similar projects related to GHG emissions accounting, climate action planning and transparency framework implementation at sub-national level. Have proven experience in conducting training and capacity building. Have a very good knowledge of the institutional and private actors in the country of implementation of the project. Ability to work in team organized and systematic. Responsibility, commitment and good predisposition. Availability to be present in meetings compatible with business hours in Morocco’s time zone (GMT/UTC+1h) All participating teams must be fluent in French. Desirable knowledge of Arabic. The Expertt must also demonstrate availability to hold regular meetings with representatives of the UNEP team and the responsible institutions in the Souss-Massa region, including availability to be present in meetings compatible with business hours in Morocco’s time zone (GMT/UTC + 1h).
