Project: Meeting Targets and Achieving Epidemic Control (EpiC) Liquid Medical Oxygen Infrastructure (LOX) Project

Position Title: Technical Advisor, Civil Engineering

Location: Country Office, Abuja

Supervisor: Technical Lead – EpiC

Basic Function:

The Technical Advisor -Civil Engineering will be responsible for providing overall expert technical guidance and inputs in the Meeting Targets and Maintaining Epidemic Control (EpiC) Liquid Medical Oxygen (LOX) infrastructure expansion project work plan activities as relates to LOX infrastructure development, civil construction, stakeholder engagement, and capacity building,

S/he will also be specifically responsible for the civil engineering component of the project including development and use of a quality assurance and compliance plan for the LOX infrastructure expansion as well as supervision of oversight teams across all EpiC-supported sites for LOX

Duties and responsibilities:

  • The Technical Advisor – Civil Engineering is responsible for the planning and supervision of the LOX civil construction projects working with EpiC’s team of Engineers.
  • Oversee and manage construction activities at the site, ensuring adherence to project specifications, codes and safety regulations.
  • Develop construction specifications and procedures.
  • Conduct regular site inspections to monitor progress, identify potential issues and ensure compliance with engineering and design requirements.
  • Establish and monitor construction work schedules.
  • Evaluate and recommend appropriate building and construction materials.
  • Review and approve civil Engineering designs and bills of quantities (BOQs) as required.
  • Provide support to the procurement process for all LOX infrastructure work including the review and evaluation of tenders for construction projects.
  • Monitor progress and compile reports in project status.
  • Make recommendations and present alternative solutions to problems.
  • Perform other related duties as requested by the immediate supervisor.

Knowledge, Skills & Attributes:

  • Knowledge of LOX infrastructure including civil construction requirements.
  • Ability to review, interpret and approve civil Engineering design submissions and ensure that executed works are in conformity with approved design,
  • Working knowledge of the national oxygen ecosystem including policy and strategy and current investments in oxygen landscape for LOX.
  • Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for-profit organizations
  • Proven ability to coordinate a multi-sectoral development project.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
  • Excellent stakeholder engagement, community mobilization and advocacy skills
  • Excellent interpersonal skills with ability to work as a team member.
  • High degree of proficiency in written and spoken English communication
  • Well-developed computer skills
  • Ability to travel within Nigeria 25% time.

Qualifications and Requirements:

  • Bachelor’s degree in civil engineering with 7 – 9 years relevant experience managing civil construction works of similar size and complexity. OR
  • Master’s degree in civil engineering with 5 – 7 years relevant experience managing civil construction works of similar size and complexity.
  • Must be registered with Council for the Regulation of Engineering in Nigeria (COREN)
  • Demonstrated success in multicultural environments is an advantage.
