Duties and Responsibilities
Under the supervision of head of the Unit, the consultant will support the activities of the Finance Unit. Part of the Mitigation Branch, the Finance Unit engages with countries and private sector financial institutions to enhance clean energy and climate change mitigation investments. The consultant will participate in the work of the 8strong Unit team. Their duties will include but not limited to: 1. Support the delivery of the project “Promoting solar self-consumption for sustainable energy in Djibouti”, under the Mediterranean Investment Sustainable Energy Facility, hand-in-hand with UNDP and Djibouti’ Resident Coordinator Office. This includes: • Provide in-depth analysis of the local solar energy market, specifically the energy self-consumption sector, including current demand, consumption trends, market players, prices, and availability of solar technologies. • Design and present the economic and financial model developed to the relevant stakeholders, such as potential investors, financial institutions, public authorities and project partners, for feedback and validation. • Develop and organise training modules for those responsible for standards control, importers, distributors and installers, to ensure a clear understanding of quality requirements, control protocols and certification. • Support fundraising efforts if relevant to build a phase 2 of the project that would see the implementation of the designed financial mechanism. 2. Support the delivery of initial implementation milestones for UNEP’s India Cooling Programme In the frame of SDC Low Carbon Built Environment (BeCool) Programme. This includes. • Support desk research and stakeholders’ engagement process as part of the project’s inception phase. • Support the development of the project’s financing mechanism, in coordination with other UNEP teams and in-country partners. • Support and prepare in-country missions to identify and consult with potential partners for implementation and engage country representatives. 3. Support the implementation of the various ongoing Unit programmes, including the Mediterranean Investment Sustainable Energy Facility, Seed Capital Assistance Facility and EmPower II (see www.unep.org/climatechange/finance) • Support daily operations engaging with implementing partners, beneficiaries and donors. • Support monitoring and reporting efforts in line with donors’ requirements. • Support outreach and communication activities to increase the Unit’s visibility. 4. Support the development of new projects and related fundraising efforts globally. • Support the Unit as it responds to requests for proposals including by carryout out desk research, preparing responses to donors’ feedback and developing full project concept notes. • Support donors mapping efforts to match project ideas with potentially interested partners and financiers. • Support donors’ engagement through the development of communication materials and the organization of roundtables
Qualifications/special skills
An advanced degree in environmental affairs, development studies, finance, economics, or related field is required. A first level university degree in similar fields in combination with two years of relevant professional experience may be accepted in lieu of the advanced university degree. • Relevant experience in environmental policy, climate finance, and data analysis for energy and climate • Minimum of 1 year of experience in sustainable finance and clean energy systems policy and modelling, working with governments and the private sector, preferably in consulting firms and relevant international climate related organizations. • Prior experience, or exposure, to working with UN agencies, are desirable. • Fluency in English (i.e. oral and written proficiency) is required. Knowledge of French or Spanish is an advantage.
