JOB DESCRIPTION

The Organizational Setting

The Asia and Pacific Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPs) and air navigation plans.

The Pacific Small Islands Developing States (PSIDS) are a group of unique States in the Asia Pacific Region which share distinct sustainable development challenges characterized by many factors including limited resources, remoteness in terms of distance, poor connectivity and high cost of travel, and excessive dependence on international support. Most PSIDS do not have the capability to fully discharge their obligations under the Chicago Convention and the Annexes thereto.

The PSIDS face challenges in communicating, liaising and coordinating with ICAO at headquarters and regional office levels. They are particularly challenged in coping with the numerous electronic communications from ICAO, the cost and time of travel to Bangkok and in the region, the inability to attend the key regional ICAO meetings and, as consequence, to benefit from all information, including updates and discussions on important aviation matters for the Pacific Region. With limited interactions between the PSIDS and the ICAO APAC RO, and with ongoing challenges faced by PSIDS in coping with all correspondence and requests from ICAO, the relationships between the PSIDS and ICAO would require further strengthening, of which an ICAO presence in the Pacific would be an essential component.

The ICAO PSIDS Liaison Officer, located in Nadi, Fiji, is primarily responsible for providing more direct support to the Pacific Small Island Developing States (PSIDS). This Officer should have sufficient knowledge and understanding of the work and decision-making process of ICAO to be able to provide the necessary guidance to PSIDS and other stakeholders at strategic, legal, organizational and operational levels. It is envisaged that the Liaison Officer would be supported by technical and/or administrative staff seconded by States or Organizations on a voluntary basis and would also supervise such staff.

The ICAO PSIDS Liaison Officer reports to the ICAO Deputy Regional Director, Asia and Pacific (APAC) Office in Bangkok, and works in close coordination with the relevant experts in ICAO Headquarters and with the ICAO APAC RO, to facilitate coordination and cooperation, as applicable, with all relevant stakeholders, including international organisations, assistance donors, training institutions, Multilateral Development Banks (MDBs) and other UN organizations with offices in the PSIDS region. The ICAO PSIDS Liaison Officer would need to maintain independence vis-à-vis the Pacific Aviation Safety Office (PASO) but would still be able to provide support and guidance to this Organization, as needed. In addition, the Liaison Officer would be able to facilitate continuous monitoring over the regional safety and security oversight support system. Essentially the PSIDS Liaison Officer (PLO) would enable PSIDS to interact with ICAO in a more effective, efficient and timely manner.

The ICAO PSIDS Liaison Officer, in close coordination with the APAC Regional Office, promotes the timely and harmonized implementation of ICAO SARPs and regional air navigation plan.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Manages the day-to-day administration and planning of the work of the ICAO Pacific Liaison Office (PLO), achieving results such as:

  • Plan, organize and manage assigned resources to ensure that they are being used efficiently to assist the APAC Office in meeting ICAO strategic objectives in a timely and efficient manner in accordance with agreed performance objectives.
  • Establish, maintain and update proficiency standards and local performance objectives for professionals and support staff and assess staff against those.
  • Administer and manage the human resources and procedures in the PLO with the administrative support of the APAC Office.
  • Develop project plans for the PLO and supervise, monitor, manage and report on implementation.
  • Coordinate with the Host State on the budget of the PLO, manage expenses which are not covered by the Host State through support from ICAO HQ, APAC Office and donors.
  • Manage and organize work strategies and annual work plans and develop procedural guidelines to improve the overall administration and management of the PLO in support of the APAC Office.
  • Manage performance and work plans for PLO staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs.
  • Work with the APAC Office to implement effective application of Performance Management tools, management of targets and monitoring achievement of results to ensure continuous improvement in human resource management and client orientation, in compliance with the principles of Result-Based Management and Enterprise Risk Management.

 

Function 2 (incl. Expected results)

In coordination with the APAC Office, establishes and manages the Liaison Office’s work programme and roadmap of helping overcome the challenges faced by PSIDS in interacting with ICAO, achieving results such as:

  • Manage coordination mechanisms to enhance communication between ICAO and PSIDS with timely responses from PSIDS to ICAO requests.
  • Provide PSIDS with the necessary knowledge and understanding on the State’s obligations under the Chicago Convention and its Annexes.
  • Support PSIDS in the elaboration of policies and strategies to ensure adherence to the relevant ICAO Annexes.
  • Support PSIDS in the elaboration and follow-up of corrective action plans (CAP) in order to resolve deficiencies identified in the ICAO Universal Safety and Security Audit Programmes (USOAP) and help resolve significant safety and security concerns should they be identified.
  • Provide necessary updates to the PSIDS on major global and regional initiatives and important regional meetings/fora.
  • Coordinate with APAC Office and/or PASO for conducting training/workshop for States to enable implementation of ICAO’s Strategic Objectives.
  • Develop a country profile outlining the challenges faced by each island/state in the PSIDS and roadmap to assist the PSIDS in addressing these challenges in accordance with the annual work programme.
Function 3 (incl. Expected results)

Establishes cooperation mechanisms with various stakeholders in the Pacific, achieving results such as:

  • Facilitate coordination and cooperation, as applicable, with all relevant stakeholders including PASO, the Pacific Island Forum (PIF), regional and local offices of MDBs, assistance donors, training institutions, and other UN organizations with offices in the PSIDS region.
  • Provide policy support and guidance to PASO as needed.

 

 

Function 4 (incl. Expected results)

Provides substantive support to PSIDS on technical matters, achieving results such as:

  • Provide technical support, including analysis of interim reports, participation in workshops, literature searches, identification, administration and supervisions of resource persons/consultants in support of projects.
  • Formulate strategies and recommendations to resolve problems raised by States.
  • In coordination with the APAC Office, provide advice, guidance and/or assistance to States on improving aviation systems in the Pacific Region.
Function 5 (incl. Expected results)

Provides analysis of aviation programme activities and makes recommendations to policy development and its implementation, achieving results such as:

  • Work with interested and related organizations to identify potential projects and participate in technical support planning and evaluation missions.
  • Identify and develop the outline for targeted and cost-effective technical assistance activities to deliver sustained results.
  • Contribute to policy development and evaluation of programme and operational activities at regional level.
  • Undertake analysis on the performance of the implementation of the safety and security oversight activities of relevant bodies.
  • Facilitate continuous monitoring over the regional safety and security oversight support system.
  • Assist with the setting up of the RSOO or similar bodies for the PSIDS.

Qualifications and Experience
Education

Essential

An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related field or technical discipline is required. A first-level university degree in combination with two (2) additional years of qualifying experience in the above fields, or related field, may be accepted in lieu of the advanced university degree.

Professional experience

Essential

  • A minimum of seven (7) years in an aviation related field with increasing responsibility and reaching senior management level in a civil aviation administration, autonomous aviation authority, airline or similar aviation-related organization.
  • Experience in the planning, coordination and management of civil aviation programmes, including high-level negotiation with government authorities, of which a minimum of three years should have been acquired in an international organization or by dealing with aviation matters extending beyond national boundaries.

Desirable

  • Experience in the areas of aviation safety and security, preferably as a safety or security inspectors or auditors.
  • Experience inworking as a qualified air traffic controller and/or flying experience with pilot license and/or AME licence.
  • Experience in working in a multi-national and multi-cultural environment.
  • Experience in engaging with high level State officials/international organizations
  • Experience working for a Regional Safety or Security Oversight Organization.
  • Experience with the ICAO Universal Safety Oversight Audit Programme (USOAP) and/or Universal Security Audit Programme (USAP).

 

Languages

Essential 

Fluent reading, writing and speaking abilities in English.

Desirable 

A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Professionalism: Knowledge of ICAO’s work, United Nations results-based management, risk management, and current methodologies and standards for programme design, monitoring and evaluation. Good knowledge of civil aviation issues in the Asia Pacific Region, and familiarity with the work of other related international organizations. Must have current knowledge about the situation and challenges faced by some of the PSIDS, as well as the unique situation of such PSIDS. F A thorough knowledge of ICAO’s structure and functions and its specific role in the Region. Conditions of Employment

It should be noted that this post is to be filled for a period of two (2) years (first year is probationary for an external candidate).

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
