JOB DESCRIPTION

We are currently seeking qualified candidates for the position of Senior Operations Officer for FHI 360 Myanmar country office.

The Senior Operations Officer plays a critical role in the procurement & logistics support of FHI 360 projects. The Senior Operation Officer will be focal for procurement and logistic matter, and inventory management

Key Responsibilities:

  • Coordinate with other operation staff and IT staff keep update the inventory list. To conduct physical stock count for two times per year.
  • Recommend to supervisor for dispose and any disparity to reconcile and take corrective action. Inventory list are auditable manner all the time.
  • Manage all procurement are in line with FHI 360 and donor rule and regulation. All procurement items and cost effective.
  • Share updated procurement and operations policies to relevant staff.
  • Managing travel arrangement for FHI 360 staff as well as other consultants and visitors coming in and out of country.
  • Making recommendations and consulting with management on the administrative implementation activities designed to help achieve project objectives.
  • To be focal point for FHI 360 registration and assist Country Representative for MOU extension and reports to government.
  • To oversee and make sure all letter in and out dealing with government keep in soft copy folder.
  • Logistic arrangements for trainings, conferences, workshops and meetings, coordinating with project staff in purchasing supplies and necessary items for the events.
  • Surveys for reliable sources, locate and contact vendors, coordinates with internal and external parties for proposals/quotations.
  • Handle and monitor petty cash requests and payments relating to logistics against the project budget and ensures compliance practices with FHI 360’s policy and donor’s requirements
  • Handles payment of warehouse rental cost, service utilities cost and administrative services
  • Ensure to scan for complete PO payment and archive small purchase without PO in hard copy.
  • Maintain PO register, PO trackers and inventory records.
  • Undertake specific additional responsibilities from time-to-time, as may be agreed upon with the Operations Director.

Experience:

  • Minimum of 5 years’ professional work experience, preferably with logistics and procurement.
  • Proficiency in word processing, spreadsheets, and Internet capabilities.
  • Read, write and speak English, Fluency in Burmese is desired.
  • Ability to work independently and prioritize tasks.
  • Ability to interact professionally in culturally diverse settings.
  • Ability to research and interpret Information to respond to Inquiries.
  • Experience working in a non-profit or non-governmental organization.
  • Experience working with international donors.

  • Works on increasingly complex and problems of diverse scope requiring critical analysis and comprehensive evaluation of critical factors.
  • Increasingly exercising independent judgment in developing methods and techniques to obtain solutions (and process improvements).

  • Increasing self-reliance in performing tasks.
  • Needing lesser regular supervision.
  • Higher proficiency and confidence in operating within established operating procedures.

Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.) e-mail, telephone, printer, calculator, copier, and other hand held devices.

Education:

Bachelor’s Degree or its International Equivalent
