This position is based in N’djamena, Chad and reports to Head of Supply Chain or the designate.

THE ROLE

To collect, analyse and report on information to maximise efficiency of the logistics operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the direct supervision of the Head of Supply Chain, the Logistics Officer will undertake the following tasks, covering all aspects of Commodity Accounting and tracking of stock movement:

  • Ensure Commodity Accounting principles, in line with IPSAS requirements, have been established and are followed in the CO/ sub offices
  • Ensure standard logistics business processes have been established and are followed in the CO/sub offices
  • Ensure adequate commodity accounting controls are in place and regularly monitor compliance, including clear documentation flow, good quality documentation and accurate qualitative and timely data input (real-time)
  • Ensure CO/SOs arrange timely and regularly physical stock counts and collective reconciliation per store
  • Develop and define best practices to ensure timely, accurate and complete reporting of food commodity inventory and transport movements in liaison with RBD/HQ specialized units
  • Reinforce business ‘best practice’ for the entire supply chain process and documentation
  • Analyse and generate reports on outstanding TPOs and follow up with concerned parties
  • Ensure clear commodity accounting guidance on project closure and resource transfer, loans management and controls, commodity status management and loss recording
  • Work closely with Regional and CO Pipeline/programme units to ensure that all loans, swaps, repayments and diversions are properly recorded and provide regular status to CO Management
  • Closely monitor any backlog building up for whatever reason (i.e. connectivity) ensuring procedures are in place for offline transactions, guide backlog data entry as required to bring system to live operations
  • Provide any training on Commodity Accounting principles and / or supporting system to meet defined requirements
  • Identify potential risks and implement some mitigation measures
  • Leading the implementation and roll out of LESS LAST MILE on those sub offices still outstanding in Chad
  • Adequate supervision of staff as required
  • Perform other related duties as assigned by supervisor

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Typically, one or more years of postgraduate professional experience in the area of Commodity Accounting, Logistics

Desired experiences for entry into the role:

  • Experience in managing operations and teams
  • Experience in managing warehouses and WMS (warehouse management systems-ERP) is desirable.
  • Experience in computer systems, data analysis and statistical analysis
  • Experience in report writing and negotiation skills

Language: Fluency (level C) in both French and English language.
