Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 facilities worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Monitoring Facilities Operations Unit, Operations Section of the International Data Centre Division (IDC).

Reporting Lines

Under the supervision of the Chief, Operations Section, to:

Duties and Responsibilities

  1. Contribute to the effective implementation of the Operations Section’s activities by managing and overseeing the operations of the monitoring facilities of the International Monitoring Systems (IMS); establish and revise key performance indicators for evaluating the performance of monitoring facilities, develop methods, tools and procedures aimed at ensuring efficient and smooth running of operational processes;
  2. Manage service contracts related to Post Certification Activities (PCA) for monitoring stations, including requesting and evaluating contract proposals, tracking contract compliance and assessing the performance of station operators under those contracts; lead the PCA project for the development of the PCA management tool in collaboration with other Sections within the CTBTO;
  3. Facilitate coordination with diplomatic missions and technical organizations on arrangements related to the operation of monitoring facilities of the IMS; provide technical advice and report on findings and recommendations to the CTBTO’s Policy-making Organs as required;
  4. Propose, design, implement and document projects leading to an integrated operation of the IMS network; lead the OPS Tools development project, as required and provide inputs for the sustainment of the IMS network to other Sections within the CTBTO; devise methods, tools and procedures to aid in the full implementations of those functions;
  5. Participate in Operations Centre-related tasks, including monitoring and troubleshooting the network, carrying out incident assignment and developing Operations Centre procedures; provide Operational Reports for Country credential presentations, Working Group B (WGB), high-level meetings and produce other operational outreach material;
  6. Participate in the development of NDSO business plans as they relate to monitoring facilities operations and prepare the annual budget for the Unit for integration into the Section budget;
  7. Supervise, motivate and provide coaching and high-quality training and development opportunities to the staff of the Unit; organize and optimize the scheduling and review of tasks in coordination with other Unit Heads and recommend and implement plans to enhance efficiency and high performance in the execution of tasks;
  8. Support cross-divisional Operations and Maintenance projects and perform other duties as assigned.

Education

  • Advanced university degree in geophysics, acoustics, atmospheric physics, nuclear physics or a related field.

Work Experience and Qualifications

  • At least seven (7) years relevant work experience in infrasound, seismology, acoustic or a related geophysical field including experiments and surveys, preferably part of which should have been in an international environment. Experience in operations and maintenance with geophysical installations is essential;
  • At least two (2) years of experience in a managerial position, with proven ability to manage human and financial resources in a multi-cultural, dynamic and complex environment;
  • Strong ability to communicate effectively in a multicultural environment and to build productive partnerships internally and externally is essential.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, Spanish) is desirable.
